About Our Opportunity

 

Reporting to the Managing Director, People and Culture, this is an excellent opportunity for an experienced and innovative learning and development leader to provide strategic input into existing and new organizational development and talent management initiatives with a highly engaged group of employees and leaders. Primary Accountabilities

 

As Director you will be leading a high performing team in the design and implementation of innovative Organizational Development and talent management strategies, processes and systems that enhance employee engagement, support an inclusive learning and development culture and ensure a skilled and competent government workforce. 

Other accountabilities include:

  • Applying an equity, diversity and inclusion lens to organizational development programs and services to ensure they support a culture of inclusion and align with government’s core values.
  • Building and leveraging strong relationships with leaders across the PSC, government, external partners, institutions, and interjurisdictional teams to help address the strategic business needs of clients. 
  • Setting the strategic direction of customized learning solutions by understanding organizational and departmental needs, OD trends, and principles of adult education.
  • Providing effective and collaborative management to a team of highly engaged organizational development professionals
  • Leading research and development initiatives to evolve organizational development through innovation and technology, including e-learning development.
  • Evaluating the effectiveness of OD and talent management programs and initiatives across the organization to ensure they are meeting client needs.
  • Collaborating with other teams in the PSC to ensure a seamless and consistent response to meeting unique clients needs.

 

Qualifications and Experience

 

As the successful candidate you will possess:

  • A post-secondary degree specializing in adult education, organizational development, education, or a related discipline with several years related experience in organizational and employee development
  • In-depth experience, skills and knowledge in the areas of adult learning and organizational development sufficient to provide leadership to the OD team and other leaders in these areas. 
  • Excellent leadership skills with the ability to delegate and coordinate activities and lead and motivate OD professionals.
  • Strong demonstration of LEADS leadership capabilities (Leading Self, Engaging Others, Achieving Results, Developing Coalitions and Systems Transformation)

 

Equivalency

 

An equivalent combination of training, education and experience will be considered. Applicants relying on education and experience equivalencies must demonstrate such equivalencies in their application.

 

Equivalent experience and training include, but are not limited to:

 

  • Minimum 4 years of related experience with HR program/curriculum development, leadership development, training delivery, talent management, facilitation, consultation, and coaching.
  • Related experience should be progressive and demonstrate management of teams and multiple projects.

Working Conditions

 

  • Normal work week is 35 hours/week, 7 hours/day.
  • May be required to work overtime on occasion.
  • Majority of time is spent in an office setting in Halifax, with flexible working from home arrangements.

Pay Grade:  EC 13 

Salary Range:  $3,705.20 - $4,642.15 Bi-Weekly
