The Nova Scotia Digital Service (NSDS) is a new organization within the government of Nova Scotia, with a mission to change the way government interacts with citizens. About the Role

 

We’re looking for an internet-era Executive Director who wants to help move government away from using siloed technology stacks and transform our infrastructure and security practices to enable inter-net-era delivery. We’re interested in candidates who have strategic leadership experience, a track record of delivery, digital awareness and a data-driven approach.

 

The ED will be responsible for bringing high-quality technological capability into government to drive transformation. Success will be measured against delivery of technology that enables next generation digital public services, and high-quality working environments for public servants.

Primary Accountabilities

 

  • Guide strategy and advocacy for the delivery of internet-era technology solutions.
  • Create and deliver internet-era infrastructure and cyber security services.
  • Collaborate with the Chief Digital Officer (CDO) and the NSDS executive team to develop the Digital and Technology Strategy, and a Technology Code of Practice.
  • Develop and implement transformation projects to drive cost efficiencies and increased automation across all infrastructure technical disciplines, including but not limited to: 
    • data center rationalization 
    • migration to the Cloud 
    • software defined networks 
  • Oversee the Operations Center (network and security), including: 
    • notification 
    • alerting and first / second tier resolution of incidents 
    • monitoring and automation
    • incident response
  • Deliver the underlying technologies and systems that meet the needs of users.
  • Provide strategic vision and advocacy for internet-era IT security and develop, implement, and support a human centered multidisciplinary approach to cyber security.
  • Lead, manage and direct the development and implementation of a cyber security strategy for government and the broader public sector.
  • Build a strong team of engaged digital technology leaders and empower them to use internet-era ways of working, maintaining a strong focus on delivery priorities, holding others accountable for delivery, and acts swiftly to respond to changing requirements.
  • Work collaboratively across the organization to exchange best practice, develop cross-government strategic direction and deliver excellent user-centered services for the whole of government.
  • Be responsible for the financial position of the service, department and wider government context, promoting and visibly demonstrating a culture of value for money.
  • Make strategic choices on spending and procurement, challenging high risk or costly options.

Qualifications and Experience

 

The successful candidate will be:

 

  • An experienced servant leader who actively promotes the importance of people, teams, diversity and culture.
  • Equally at ease presenting to senior leaders, elected officials, or a team of developers.
  • A clear, articulate communicator.
  • Able to work under pressure to tight deadlines and in managing significant events
  • Good at building relationships within and beyond government.
  • Cool with agile ways of working, which are a relatively new idea in government

 

They will have:

 

  • Experience leading a review of an existing IT function, followed by defining and delivering a program of improvements to its internal processes, structures, and capability.
  • Experience managing infrastructure organizations in a 24x7 mission-critical enterprise environment.
  • Knowledge of the technology landscape and marketplace.
  • Experience with internet-era practices, and capable of effectively engaging with multidisciplinary teams to define the best approach to achieve business/policy outcomes ( for example: Agile, Continuous Integration/Continuous Delivery (CI/CD), DevOps, Cloud technologies and cloud-based systems architectures, infrastructure as code, etc.).
  • Experience with a major cloud framework (for example: AWS, Azure, etc.).
  • Fluent in multiple modern programming languages, development stacks, orchestration frameworks, cloud-based platforms and microservice frameworks.
  • Demonstrated ability to foster a security and availability first culture where team members are accountable and empowered.
  • Demonstrated understanding and commitment to strong user centered cyber security practices
  • Experience in the creation and implementation of strong cyber security policies and practices.
  • Demonstrated commitment to customer service excellence, teamwork, and collaboration.
  • Experience of innovative approaches to sourcing services.
  • Experience of managing relationships with suppliers, including conducting negotiations.
  • Experience of working with modern network management solutions; utility or commoditized hosting environments; and cloud-based procurement.

Additional Information

 

While this position is based in Halifax, travel throughout the province will be required. 24/7 availability is also a requirement of this role.

Pay Grade:  EC 15 

Salary Range:  $4,483.30 - $5,617.00 Bi-Weekly
