About Our Opportunity


Reporting to the Manager of Application Development and Production Support, the Computer Services Officer 3 (Senior Application Developer/Analyst), has responsibilities spanning the whole Software/System Development Life Cycle (SDLC) to design, implement, test, deploy and maintain business applications in various business domains for client departments and agencies. This position works closely with other staff & stakeholders and plays an important role ensuring that new and existing business solutions (in-house developed or 3rd party commercial) meet the needs of the clients and are developed and maintained under government Information Technology (IT) methodologies, standards, and best practices.

Primary Accountabilities

  • Providing day-to-day production and project support to business applications by following the incident management workflow and support models.
  • Understanding and identifying the business needs and translate those requirements into technical documentation and efficient solutions.
  • Designing practical, effective and secure custom applications to solve business problems.
  • Contributing to the development of business applications and architectures, as well as reusable and standardized frameworks, libraries and microservices.
  • Designing data models and write SQL scripts based on our internal database design guidelines and standards, migrate/convert data and provide data extracts as required.
  • Implementing change requests to existing systems on an ongoing basis as assigned.
  • Conducting feasibility studies to help clients acquire commercial solutions, analyze the business needs to understand if the proposed 3rd party application meets the needs and complies with the government IT standards.
  • Liaising among the business, the corporate technology hosting teams and/or the vendors to resolve IT related issues as assigned.

Qualifications and Experience


As the successful candidate, you hold a Bachelor’s Degree in Information Technology or Computer Science and three (3) years of related experience; or graduation from a recognized Information Technology Program and three (3) years and six (6) months of related experience; or an equivalent combination of training and experience may be acceptable. Related experience must include application development and production support experience.

In addition, as the successful candidate, you have the following skills, training, and work experience:


  • Proven proficiency and track record in application development. Ability and skills to analyze, design, develop, maintain, document, test and support custom-built and commercial applications and integrations.
  • Good understanding of MS Windows Server management and configuration, RDS/VDI, Proxy/Reverse Proxy/Load Balancer concepts and technologies.
  • Full life cycle development experience within an enterprise environment. Proven experience with object-oriented design patterns and principles. Experience working with Agile development methodologies and tools such as VS, TFS and/or JIRA/GitLab.
  • Proficient  in HTML5, CSS3, JavaScript, .NET; Good understanding of mobile first and responsive UI/UX design principles.
  • Experience working with frameworks and libraries like Bootstrap, jQuery, and other MVC architectures, webservices, microservices, APIs and REST architectures.
  • Knowledge of database design and information/data security; Experience with databases such as Microsoft SQL, MySQL, and Oracle.
  • Flexible and adaptable to changing priorities and new technologies; Effective time management skills and ability to balance multiple priorities under tight deadlines.
  • Demonstrate a high degree of analytical and logical problem-solving capabilities.
  • Excellent interpersonal and English communication skills (written and verbal). 
  • Work independently and as part of a cross-functional team. Able to work remotely using tools like Microsoft 365, Teams, Zoom, etc.

The following are considered assets:


  • Experience and programming skills in Java EE technologies (Java, JSF, Oracle database/MySQL), Tomcat, WebLogic, and SQL Batch Programming.
  • Understanding of project management and change management methodologies.

Pay Grade:  PR 14  

Salary Range:  $2,488.52 - $3,030.25 Bi-Weekly
