The Alcohol, Gaming, Fuel and Tobacco (AGFT) Division of Service Nova Scotia is the regulatory body charged with administering Part II of the Gaming Control Act, parts of the Liquor Control Act, and the Theatres and Amusements Act. The AGFT issues approximately 13,000 licenses annually and provides counter service to approximately 3100 annually. Service standards dictate that licenses and registrations be processed within 10 business days.

About Our Opportunity

Under general supervision of the Senior Licensing Officer{s) and Manager{s) Licensing and/or Registration, the Licensing Officer (LO) determines the eligibility of various applications and is responsible for the processing of ticket lottery, non-permanent liquor, permanent liquor, bingo and amusement applications. The LO ensures compliance with the Gaming Control Act, Liquor Control Act, Theatres and Amusements Act, Smoke Free Places Act and subsequent regulations, guidelines, and policies including the Criminal Code of Canada.

•    AGFTD provides in counter service to approximately 3100 annually.
•    Service standards dictate that licenses and registrations be processed within service standards of 10 business days.

 

The LO contributes to revenues of approximately $300k per fiscal year.

Primary Accountabilities

  • Provide professional customer service functions by telephone, mail, email and in person counter service; liaise with stakeholders to ensure necessary documentation is obtained to meet the legislative and procedural requirements of a license or registration.
  • The LO is responsible to review, approve or deny licenses, permits and registrations in accordance with legislation, policies and operational procedures of the Division.
  • The LO is responsible for accurate data entry, processing and issuance of gaming, registration, permanent liquor, non-permanent liquor, Video Lottery Terminals and amusement applications for licenses and imposing applicable conditions and collection of associated fees including outstanding fees.
  • The LO liaises with licensees, obtains outstanding information, explains license conditions, and answers questions pertaining to licensing under the Gaming Control, Liquor Control, Theatre and Amusements Acts and the Criminal Code of Canada.
  • The LO is responsible for day-end reconciliation of cash and cheques, responsible to provide reports on fees and notify clients of any outstanding fees and ensure that the correct fees are collected prior to issuance of subsequent licenses.
  • May assist in formulating and recommending policies, guidelines, process documents, updates to applications and other operational documents.

Qualifications and Experience

As the successful candidate, you must have 5 years of related experience; or an equivalent combination of training and experience may be acceptable.

 

The incumbent requires a high level of communication skills (both verbal and written), diplomacy, resourcefulness, organizational skills, and the ability to work with minimum supervision. This position also requires the ability to analyze and interpret legislation, extract, and apply licensing requirements, assist with licensing applications, and apply legislative provisions to various business operators. It is important that the incumbent maintain a consistent professional attitude. A high degree of judgement and accuracy is necessary to ensure completeness of applications and assessing accompanying documentation against regulations, polices and or procedures. The incumbent is responsible to obtain and maintain a level Ill security clearance for the duration of their employ. Experience working with AMANDA would be considered an asset.

 

To be successful in this position, the incumbent will regularly need to read and interpret legislation and operational procedures, comprehend, and disseminate sensitive information regarding licensing and registration applications. Specifically, the LO is responsible to liaise with applicants/licensees on a regular basis regarding the application process.

 

This position involves a high volume of work, and meeting event deadlines. In addition, the collection, and maintenance of sensitive information is required. LO will adhere to frequent deadlines and multi-tasking. LO may need to notify applicants their application has been denied. There may be times when the LO will be dealing with contentious and sensitive issues. There may, on occasion, be a need to present findings at an appeal hearing.

Working Conditions

A significant amount of time may be spent sitting in a comfortable position with frequent opportunities to move about. Occasionally lifts/moves light objects such as office supplies, equipment, and boxes of files.

Pay Grade:  TE 16 - TE 18  

Salary Range:  $1,735.60 - $2,189.32 Bi-Weekly
