About Us
The Nova Scotia Legislature is the legislative branch of the Government of Nova Scotia. It is made up of democratically elected representatives (the MLAs) who form the House of Assembly, and the Lieutenant Governor. The Legislature makes laws, controls provincial public spending, and monitors and questions the executive branch’s policies and action.
The Speaker’s Administration Office is responsible for administrative duties, particularly the financial and human resource aspects, related to the House of Assembly and its offices.
The Office is accountable for the payment of all salaries, allowances and expenses for the MLAs and members of the Executive Council. The office’s responsibilities are set out by provincial legislation, regulations, and government policy.
About Our Opportunity
As the Budget Manager you will be responsible for all financial, budgets and forecasting elements as it relates to the Office of the Speaker and the client departments in accordance with the guidelines and deadlines established by Treasury Board.
Primary Accountabilities
Some of the primary accountabilities in this role include:
- Managing the Senior Administrative Support Clerk (Accounts Payable Clerk)
- Organizing the annual budget process for Legislative Services and Office of the Ombudsman in compliance with divisional and departmental targets and deadlines established by Treasury Board
- Preparing and compiling the Minister’s Budget Briefing Book for the Director
- Ensuring compliance with budget policies and principles through the development and delivery of effective training and communications with division managers
- Providing ongoing financial analysis and front-line HR advice to ten division budget managers and assisting them with ensuring they stay within budgeted allowances and also assisting with recruitment and hiring activities. This advice allows division budget managers to make informed management decisions
- Examining and analyzing budgets and forecasts for senior management in order to make financial recommendations and analyzing financial impacts for issues relating to operational and legislative changes
- Acting in the Director of Finance and Administration position in their absence
Qualifications and Experience
This may be the right opportunity for you if you have a bachelor’s degree in Accounting, Commerce or in another relevant field of study plus several years of related experience or an acceptable equivalent combination of education and experience.
The ideal candidate must be proficient in Microsoft Office (Word, Excel and PowerPoint). You must have considerable knowledge and expertise in administrative processes, cost accounting, inventory control, accounts payable/receivable, preparation and analysis of financial statements and reports, budgeting and expenditure control.
You must be proficient in the use of major government systems for finance, budgeting and human resources. The ability to use discretion in dealing with confidential and sensitive financial information is a must. The successful candidate will have exceptional analytical skills, the ability to exercise initiative and sound judgment, the ability to work independently with minimal supervision, the ability to effectively manage multiple priorities in a team-oriented environment and the ability to meet challenging deadlines while being performance focused.
Previous work experience with government financial policy, auditing and accounting procedures, financial reporting and financial statements would be considered an asset (SAP/S4 HANA and the Salary Analysis System - SAS).
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Pay Grade: EC 09
Salary Range: $2,825.61 - $3,532.03 Bi-Weekly
