About Our Opportunity


We're recruiting two (2) Business Analysts to join our Innovation Team, working on projects that are delivering on social system change. As the Business Analyst, you will play an integral role working as part of the Strategic Operations and Innovation Division (SOI). The Innovation Team leads priority projects and initiatives to enhance programs and service delivery for staff and clients. This position reports to the Manager, Innovation, and works closely under the direction of various Project Directors and Project Managers.

The Innovation team supports several portfolios, all with significant process, system and people change. As part of these teams, you will use your process and technical business analysis expertise to support various projects and overall system planning. In this role, you will collaborate with internal and external partners, actively participate in your assigned projects, and work to improve business processes and systems within the Innovation Team.

 

Primary Accountabilities

 

We are continuing our journey to improve client and system outcomes and count on your expertise to help us achieve this. You will: 

  • Engage with a wide range of partners to gather, validate and document program and service requirements, process definitions, workflow processes, and current state;
  • Track requirements throughout project lifecycles and any associated risks, issues, actions, decisions, and lessons learned;  
  • Conduct analysis on a wide variety of information to provide insights, options and recommendations for decision-making;
  • Prepare or participate in the completion of project deliverables such as process and procedure documents, privacy impact assessments and forms;
  • Facilitate or support facilitation of meetings, communications, and collaboration between project teams and internal and external partners;
  • Support Project Managers through project planning, monitoring, and reporting on project progress;
  • Participate in useability and user acceptance testing, including creating User Acceptance test plans, test cases, test coordination, and reporting;
  • May perform other related duties as assigned.

 

Qualifications and Experience

 

We are looking for a highly organized and strong collaborator, whose passion is teamwork and dedication to the successful delivery of both departmental and government priorities and outcomes.
 

 

As our next team member, you will have a university degree from a recognized school in business, public administration, technology, or computer science plus at least five (5) years of related experience. An equivalent combination of school, volunteering, training and experience may be considered. Related experience could include:

  • Analytical and problem-solving experience related to transforming or implementing new programs, services, and/or business processes.
  • Experience translating and integrating business, technical, client, and staff needs into clear deliverables for decision-making and project implementation.
  • Experience preparing and documenting: business requirements, business cases, business process definitions, workflow process and data models, and/or implementation plans.
  • Experience effectively interacting with internal and/or external partners, understanding their requirements, and communicating clearly. This includes active listening, presentation skills, and the ability to write concise and accurate documentation.
  • Experience with change management processes and project management methodologies.
  • Experience using MS Office Suite, including proficiency in Excel, PowerPoint, Word, Outlook, and SharePoint, and skilled in creating presentations and process maps.
  • Demonstrated leadership skills and strategic thinking.
  • Experience collaborating with internal or external partners and/or clients, with a knack for building relationships at all levels.
  • Experience working under tight deadlines with rapidly changing priorities, demonstrating time management skills and the ability to multitask complex projects under pressure. 

The following will be considered assets:

 

  • Certification or training in Business Analysis, Project Management, Lean Six Sigma, and/or Change Management.
  • Exposure to service design, including an understanding of end-to-end services and human-centered design.
  • Proficiency in using Adobe Pro to create and manage forms.
  • Familiarity with government or public administration processes and regulatory requirements.
  • Knowledge of the Department of Community Services’ programs and services.


We will assess the above qualifications using one or more of the following tools: oral presentations, interview(s), and reference checks.

Equivalency

 

We recognize equivalent combinations of training, education, and experience, providing opportunities for individuals with diverse backgrounds to contribute their skills and expertise. Equivalencies include, but are not limited to:

 

  • A related master’s degree and three (3) years related experience
  • Completion of a 2-year college diploma program and seven (7) years related experience
  • Nine (9) years total related experience.

Working Conditions


This role is based in a comfortable office environment and you may be working at your computer for extended periods of time. You may be required to travel to worksite locations.

Your normal work week is 35 hours/week, 7 hours/day.
 

Additional Information


Two (2) Full Time positions are available:

  • One (1) term opportunity with an anticipated end date of October 7, 2025.
  • One (1) temporary opportunity with an anticipated end date of March 31, 2025. 


The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

Pay Grade:  PR 13  

Salary Range:  $2,556.10 - $3,107.16 Bi-Weekly
