Procurement, as a branch of Service Nova Scotia, manages strategic and high value purchases for all Government Departments and the Nova Scotia Health Authority while providing procurement support to agencies, boards, commissions and the broader Nova Scotia public sector. NS Procurement works to ensure an open and fair purchasing process, maximizing competition to obtain ‘best value’ while supporting the environmental, economic and social goals of Government.
About Our Opportunity
The Business Operations Analyst (BOA) team within Procurement is responsible for supporting both internal and external users with business system operations. The team plays a key role in shaping the division's strategic roadmap, driving the automation and continuous improvement of the procurement cycle. In addition to offering analytical and problem-solving support to program and operational units, the BOA team works closely with a wide range of stakeholders to define and deliver divisional requirements. Your contributions as a Business Operations Analyst will directly impact Procurement’s objectives, such as efficiency, technology, client service, and benefits realization.
This position reports to the Program Manager of eProcurement.
Primary Accountabilities
As a Business Operations Analyst, your main responsibilities include:
· System Performance: Ensure procurement business systems operate effectively.
· API Development & Debugging: Monitor, develop, and troubleshoot APIs.
· System Configuration: Lead system configuration and modifications based on business needs.
· User Account Administration: Manage user accounts, including creation, validation, approval, deactivation, and auditing.
· Support & Troubleshooting: Provide Tier 1 and Tier 2 support through a service ticket system, resolving both technical and nontechnical issues.
· User Guidance: Assist users in understanding system features via individual consultations or group demonstrations.
· System Improvement: Identify opportunities for system enhancements, evaluating feasibility and organizational readiness.
· Project Management: Work independently or with a team on initiatives to improve procurement operations, including gathering requirements, user testing, and post-implementation support.
· User Acceptance Testing (UAT): Lead or assist in UAT following system changes.
· Collaboration: Coordinate with departments, vendors, and service providers to submit customization requests and ensure alignment with business needs.
· Documentation: Create and maintain Standard Operating Procedures, Configuration documents, process guides and SharePoint articles for the teams.
· Knowledge Sharing: Contribute to team knowledge-sharing activities.
· Additional Duties: Perform other responsibilities as assigned.
Qualifications and Experience
To qualify for this role, you should have:
A bachelor’s degree in a relevant field (such as Computer Science, Business Administration, eCommerce, etc.), and at least 5 years of related experience in technical system support, software development, system user support, or system implementation. Alternatively, a combination of education and experience may be considered.
Additionally, you should have experience in the following:
Essential:
Providing technical system support, troubleshooting, and issue resolution.
Business system administration, support, and enhancement.
Managing small to medium-sized projects involving technology.
Implementing system changes and tracking their impacts.
Researching and recommending business technology or service solutions.
Creating system documentation, such as user guides and procedure manuals.
Advanced proficiency in Microsoft Office 365, diagramming, Forms, and SharePoint.
Desirable:
A Master’s degree in a relevant field, formal project management training, and experience leading technology projects are assets.
Experience designing and building web applications, implementing cloud-based software, working with SAP procurement tools (especially SAP Ariba and Discovery), Python, JSON file handling, GitLab, API scripting, SQL, and database management.
Knowledge of public procurement practices.
Other assets
Familiarity with S4 Hana.
Experience with Confluence and Jira.
Agile methodologies.
Six Sigma certification

Pay Grade: PR 13
Salary Range: $2,556.10 - $3,107.16 Bi-Weekly
