About Our Opportunity
The government has invested heavily in primary healthcare to ensure Nova Scotians are able to get the right type of primary care, when they need it, close to home. System-wide efforts continue to maximize the impact of existing capabilities to better support the needs of Nova Scotians. Under the guidance of the Program Manager EMR and Integrated Solutions, this position will lead delivery and provide oversight of initiatives that improve access and quality of care for patients province-wide and contribute to administrative burden reduction for community-based health care providers. These may be enhancements to existing Electronic Medical Records (EMRs) and Pharmacy Management Systems, or new solutions. The Delivery Lead will manage cross-organization project teams and other consultant resources to deliver on strategic initiatives.
Representative projects include:
- Reducing provider administrative burden through improved health system interoperability, and enhanced EMR Forms design, digitization and management.
- Improving quality of care by integrating clinical best practice guidelines directly in EMR systems and supporting health care providers to use them appropriately.
- Improving timely access to care with centralized Primary Care navigation and scheduling solution(s) available to all Nova Scotians.
- System improvements to ensure appropriate patient history is available when and where necessary for continuity of care across all possible Primary care services.
- Improving the quality of health information by encouraging robust primary care charting practices.
- Piloting appropriate practices to integrate Artificial Intelligence capabilities in EMRs to improve quality and reduce administrative burden.
Primary Accountabilities
- Build deep understanding of the how our primary care digital solutions support users’ needs, and champion ongoing initiatives that enable health system improvements.
- Develop strategies to engage with users of the products and prioritize suggested improvements with vendors and business leaders.
- As a subject matter expert and product manager, work directly with vendors, and various technical teams as they troubleshoot and implement projects in a timely manner, managing enhancement budgets, communicating project status updates.
- Document new requirements and acceptance criteria to ensure vendors are meeting the Province’s needs.
- Advocate for appropriate change management strategies to support user adoption of emerging enhancements.
- Advocate for best practices in product/service development and support.
- Communicate effectively and ensure adherence to departmental processes and procedures.
- Collaborate with Primary Care digital vendors and health system partners to advance the delivery of timely product enhancements.
- Maintain up-to-date program and project documentation and operational support plans.
- Identify potential risks to the product or services and develop strategies to mitigate them.
- Lead Privacy and Cyber Security Assessments as required and communicate applicable custodian considerations.
- Other duties as assigned.
Qualifications and Experience
You have the skills and attitude to lead a cross-functional team to execute on our evolving priorities – to consult, to plan and to deliver quality solutions that impact your friends and neighbours. You have a passion to make things better for our users and can negotiate with internal stakeholders and vendors to drive appropriate outcomes, while remaining level-headed when things sometimes get hectic.
You also have demonstrable experience in problem-solving skills in a cross-functional environment preferably with experience leading system integration initiative(s) You are an excellent facilitator, and you demonstrate great written and verbal communication skills. You can simplify and communicate technical concepts to business partners, peers and our leadership team with less technical backgrounds.
You are a critical thinker and have strong process analysis skills. You understand the importance of effective Change Management (PROSCI - ADKAR).
As the successful candidate, you possess a bachelor's degree (in business, computer science, information systems or related) plus a minimum of 5 years of related experience; or a combination of training and experience that is relevant to the role and its objectives.
You have sound experience in project management on complex projects or programs. Having a PMP or PRINCE2 certification is considered an asset.
Experience with vendor management and outsourced service providers is a significant asset.
Having experience in the public sector or healthcare environment is considered a strong asset.

Normal work week is 35 hours/week, 7 hours/day

Pay Grade: EC 10
Salary Range: $3,047.22 - $3,809.04 Bi-Weekly
