About Our Opportunity


We are looking to add 3 Directors to our leadership team at the Nova Scotia Digital Service (NSDS). This competition will be leveraged to recruit for the following roles:


  • Director, Digital Policy
  • Director, Digital Governance
  • Director, Digital Strategy


Our Division supports digital transformation by working together to develop and implement the strategies, policies, new business models, outreach, etc. necessary to aid the business and organizational cultural changes required to help government deliver public policy in the digital era.


Each role will report to the Executive Director of Strategy, Policy and Governance, you will work closely with experts in NSDS and partners across government to promote internet-era ways of working. All three directors will collaborate and work closely as an integrated team.

Primary Accountabilities


We are looking for internet-era leaders, that understand how to guide people through change, have demonstrated they can embrace different styles and approaches to working with the organization in the development and delivery of a user-centric, and responsive, government-wide digital strategy. We need leaders who possess a strong understanding of digital policy and governance required to embed the people, process and culture changes needed for government in the digital era.


You are excited about making lasting change for greater impact within complex systems. You get the conceptual theories and approaches needed but have proven you can translate these to action.


This competition will be leveraged to recruit for three permanent Director roles that will work collaboratively.


Director, Digital Policy


  • Working with internal and external stakeholders, cultivate a coordinated cross-government approach for engagement on a range of digital policy and legislative issues.
  • Head the policy consultation and development process, providing direction for the development, implementation and review of digital policies relating to but not limited to Legislation / Regulations, Shared Services, and Management Manuals.
  • Leadership role in the development of branch submissions to Executive Council by working with the Chief Digital Officer and Executive team to identify issues requiring Cabinet decision-making, initiating the process, working with senior staff in central agencies and other departments, conducting briefings and gaining necessary approvals required by the process.


Director, Digital Governance


  • Lead a team that provides digital advice and governance support to the Chief Digital Officer, NSDS Executive team and leaders across government.
  • Promote and ensure alignment across government departments, leadership networks, senior management and Deputy Ministers, to enable effective Digital investment.
  • Establish and maintain the systems that enable NSDS to create, assess, measure and report on the effectiveness of these strategies against government objectives.


Director, Digital Strategy


  • Provides strategic direction on the development of digital services and initiatives & establishes a framework to back the strategic objectives of NSDS which includes: Digital Strategy, Data Strategy, Service Standards/Manual.
  • Champion for inclusion and accessibility in the NSDS digital service design processes and collaborates to ensure an inclusive and accessible by design approach.
  • Provides leadership and outreach to promote internet ways of working and digital literacy to advance the digital culture within NSDS and the public service.
  • Working closely across government and with internal and external partners and stakeholders, the Director is responsible for strategic planning, performance measurement, continuous quality improvement, change management, interdepartmental relationships, and evaluation.


Qualifications and Experience


­­­­­­­Does contributing to the development of a government-wide digital strategy and transformation sound like the perfect challenge for you to take on? We’re looking for strong collaborators, who can demonstrate a high level of digital policy development skills and experience, as well as the ability to lead a team in a complex environment.


Successful Candidates will be:


  • Passionate about digital government and digital transformation
  • Experienced servant leaders who actively promote the importance of people, teams, diversity and culture. Equally at ease presenting to senior leaders, elected officials, or a team of developers.
  • Clear, articulate, and persuasive communicators.
  • Able to work under pressure to tight deadlines and changing priorities.
  • Good at building relationships within and beyond government.
  • Cool with internet-era ways of working, which are a relatively new idea in government.

It is essential that you have:


  • Experience at a senior level, in the public or private sector, of delivering transformational change, to deliver cost savings and service improvements.
  • Experienced and highly credible coach or advisor, able to lead cross-functional teams to help solve problems and build digital capability.
  • Demonstrated ability to bring together and lead groups of internal and external stakeholders.
  • Experience in the development and implementation of enterprise-wide strategies to effect transformational change.
  • Experience with internet-era practices, and are capable of effectively engaging with multidisciplinary teams to define the best approach to achieve business/policy outcomes.
  • Understanding of and experience with legislative and government decision making processes.
  • In-depth knowledge of the technology landscape and marketplace.
  • A strong commitment to customer service excellence, teamwork and collaboration.
  • Experience of innovative approaches to sourcing services.


Experience working within a digital government environment will be considered a definite asset.

Pay Grade:  EC 14 

Salary Range:  $4,075.74 - $5,106.37 Bi-Weekly
