About Us

 

Service Nova Scotia and Internal Services is a unique department committed to deliver, with excellence, a vast array of services to the citizens and businesses of Nova Scotia.  The department provides tools and supports that enable other government departments and public sector entities to focus on providing quality services and deliver on their priorities.

 

The Financial Services Division of SNS-IS provides transactional financial services for all of government.   The teams of this division pay the bills, receive revenue, process payroll and recover debt.

About Our Opportunity

 

Within the Financial Services Division, Operational Accounting provides transactional financial services, using a Shared Services model, to the province’s departments, agencies, boards, and commissions.  This includes centralized and integrated support and services in areas of payment production, vendor/customer management, corporate credit card management, accounts payable, accounts receivable, procurement, as well as month end, calendar year end and fiscal year end procedures and internal controls for transactional financial services for the Province.  If it sounds like this job was meant for you, then come join a team of like-minded professionals looking to make a difference, who take pride in the work they do and the contribution they make.

Primary Accountabilities

 

As the Director of Operational Accounting, you will provide strategic leadership, operational support, and guidance.  You provide expert advice and assistance to the Executive Director and in some cases the Deputy Minister, in the development of innovative strategies and initiatives to assist the division and province in meeting its fiscal and service objectives.

 

As Director you will strengthen control in the environment ensuring standardization across departments, eliminating duplication of efforts, and ensuring effective policy, standards, quality management, accountability processes and metrics are current and firmly in place to support the shared services model.

 

An open and engaging leader, you work with your team and senior officials to provide leadership, advice, and oversight in the development of corporate policies and procedures involving complex integrated systems and services government wide.

Qualifications and Experience

 

•    A Bachelor’s degree and a Chartered Professional Accounting (CPA) designation with significant experience in management in an operational accounting environment where your CPA designation was required and applied in your role; 
•    Demonstrated a high level of integrity through significant progressive management experience leading a team of client service providers in a transactional financial setting;
•    Client focused through partnering and strong relationship building;
•    Demonstrated ability to shape a positive and collaborative organizational environment that demonstrates strong team leadership and develops people and relationships that affect positive change; 
•    Demonstrated effective management of human and financial resources by setting and evaluating performance targets, promoting diversity and a healthy, respectful workplace, demonstrating leadership competencies, respecting corporate human resources practices, promoting team work and individual development, maintaining internal communications, monitoring revenues and expenditures, adhering to procurement guidelines, acquiring goods and services in the most cost effective manner and accurately forecasting budget requirements for the fiscal year. 
•    Operational knowledge and experience working in an Enterprise Resources Planning (ERP) system, SAP FICO (Financial Accounting and Controlling Cost Centre Accounting Modules) would be considered an asset; 
•    Strategic and forward thinking for future opportunities to provide innovative services to other government-funded entities;
•    Strong decision-making skills and the ability to communicate to a diverse group of individuals;

Working Conditions

 

  • Normal work week is 35 hours/week, 7 hours/day
  • May be required to work overtime on occasion

Pay Grade:  EC 14 

Salary Range:  $4,184.42 - $5,230.52 Bi-Weekly
