The Executive Council Office (ECO) acts as a secretariat to the Executive Council (Cabinet) and its Committees. ECO administers government’s decision-making process, develops and advances corporate priorities and plans, and provides advice and support on the governance of appointments, to agencies, boards and commissions.

 

About Our Opportunity


The Director of Governance and Accountability is responsible for leading the governance and accountability framework between central government, various departments and the government’s consolidated entitles and overseeing the day-to-day management of the Governance and Accountability Unit (GAU) within the Executive Council Office. The incumbent develops and maintains formal partnerships and collaborative relationships with colleagues and key stakeholders internal to government and across the broader public and private sectors and engages with senior leaders to understand long-term strategic challenges and takes responsibility for developing and delivering change management plans and achieving outcomes that support the overall strategy for government and for the GAU.

 

Primary Accountabilities

 

  • Lead the corporate oversight of governance and accountability to ensure government agencies, boards and commissions (ABCs) are integrated into government’s overall strategic priorities and maintain fiscal accountability.
  • Anticipate trends and influences on public sector governance to provide policy advice to senior officials in central agencies, government departments, agencies boards and commissions.
  • Develop initiatives and strategies intended to improve the internal operations of government ABCs and to strengthen governance and accountability leadership.
  • Lead the governance and accountability framework between central government, line departments and government's consolidated entities, improving accountability to Ministers on fiscal, policy and operational issues.
  • Ensures the effective management of human and financial resources.
  • Ensure that central processes of executive government are maintained and oversee the internal FOIPOP process and procedures for the Executive Council Office.

Qualifications and Experience

 

As the successful candidate, you have a Master of Business Administration (MBA), Master of Public Administration (MPA) or a Bachelor of Laws (LLB/JD) coupled with considerable years of progressive policy and management experience at a senior level (or acceptable equivalent). An equivalent combination of training or experience may be considered.

 

You will have extensive knowledge of governance and accountability practices in both the public and private sector, legislation, regulations, polices and corporate issues facing the government. You will have experience in policy analysis and research including analyzingtrends, processes and procedures employed in governance and accountability practice. You have good communication skills and political acumen to be able to advice senior leaders in the government, as well as proven leadership skills to lead and develop a high performing team.

 

You have strong interpersonal communication (both written and verbal); facilitation skills; excellent research support capabilities, and well-developed organizational skills with excellent attention to detail.  The nature of the position requires the ability to exercise sound judgement, make reasoned decisions within strict deadlines, and prioritize competing tasks.

 

The successful candidate will have effective partnering and relationship building skills and display intercultural and diversity proficiency.  You will be a conceptual thinker with a strategic orientation and thrive in an environment which requires taking initiative and being outcome focused.

 

Leadership competencies required at this level of work are:  Analytical Thinking, Strategic Orientation, Innovativeness, Adaptability and Flexibility, Initiative, Effective Interactive Communication, Partnering and Relationship Building, and Intercultural and Diversity Proficiency.

Pay Grade:  EC 14 

Salary Range:  $4,184.42 - $5,230.52 Bi-Weekly
