Special Statement

 

Elections Nova Scotia (ENS) is Nova Scotia's independent election management body (EMB) and reports to the Legislative Assembly.  ENS must be prepared at all times to conduct a provincial general election, by-election, or plebiscite.  ENS is responsible for ensuring compliance with and enforcing provincial electoral law.

Duties

 

Manages and leads the electoral operations staff in the planning, defining priorities and execution of activities to achieve corporate and organizational goals and plans.  Manages the planning and delivery of all field operations components of event plans to administer on-demand electoral events to meet established deadlines, budget and quality standards.

Ensures the effective management of human and financial resources by setting and evaluating staff performance targets, promoting diversity and a healthy, respectful workplace, demonstrating the leadership competencies, respecting corporate human resources practices, promoting teamwork and individual development, maintaining internal communication, monitoring revenues and expenditures, adhering to procurement guidelines, acquiring goods and services in the most cost effective manner, and accurately forecasting budget requirements for the fiscal year.

Manages and oversees the 51 Returning Officers and up to 10 Returning Officers at Large during the general election (one per electoral district; 1 RO in the case of a by-election).  Manages the recruitment, evaluation, appointment and training of the ROs.  Develops, implements and manages the performance for all appointees. 

Manages the development of training plans, schedules, and the coordination of training events for appointees, and delivers specific modules of the training program.  Manages the design, development, and implementation of training material for the Returning Officer and staff for the training of 6,000 election day workers.   

Ensures that all required materiel and staff be deployed across the province within 48 hours to deliver a general election or by-election.  Ensures that Returning Offices are open to the public with material and infrastructure in order that voting can commence within the same time frame.

 

Electoral event-related activities include:

  • Identifies, assesses, and resolves event-related problems, escalating high-priority event-related issues, complaints and unresolved problems to the ACEO and recommending solutions.
  • Leads a team of front-line event operational support staff to ensure prompt resolution of issues and excellent administration of electoral events. 
  • Identifies, assesses, and leads in the investigation of voting irregularities.
  • Leads Operational post-event analysis, reports, and recommends prioritized improvements to policies, processes, training, and legislation.
     

Manages electoral operations processes, activities, procedures, training and materials to identify areas for improvement.

  • Ensures that electoral operations processes, systems and materials are documented and are consistent with relevant legislation and ENS policies.
  • Manages the development of content, design, revision, and production of event manuals, forms, kits, brochures and related materials to support events, including training materials for election officials.
  • Manages the post-event analysis and lessons learned to facilitate continual improvement of the electoral processes in a timely manner.
     

Conducts research and analyses of current and emerging issues pertaining to electoral events and identifies policy, legislative, demographic, social, economic and technological issues impacting electoral processes taking advantage of EMB best practices.

Manages technical contract negotiations and contractor selection for electoral operations activities, such as contractors responsible for the development and maintenance of Learning Management Systems, province-wide courier services, ballot printing services

Recommends legislative changes to more effectively deliver Electoral Operations services

Qualifications

 

  • Bachelors degree plus 5 years related experience or an equivalent combination of education and experience
  • Management-level operational experience in a related field, or an equivalent combination of operational and project management experience.  Relevant experience must include leading diverse teams, developing detailed event, operational and project plans, and managing complex, multi-stakeholder projects.
  • Understanding of the design and use of related systems and tools such as enterprise event management systems, large volume data reports, and experience leading associated projects
  • Experience in a team leadership role ensuring excellent delivery of services and customer/client experience
  • Experience supervising and directing the work of staff in a high-pressure, time sensitive environment
  • Related experience in electoral administration is an asset.

Pay Grade:  EC 12  

 

Salary Range:  $2,846.00 - $3,558.00 Bi-Weekly
