About Our Opportunity

 

As the Budget Officer you will be responsible for the preparation and interpretive analysis of financial reports required by Senior Management.

 

You will provide advice and recommendations regarding the administration of budget managers’ financial resources. You will also identify financial implications of proposed programs and activities and help with solutions and options of financial and accounting issues.

 

Most importantly, you will be the key resource who is responsible for the monthly forecasting and annual budget process and preparation of the Minister’s briefing materials, as well as supplementary details in preparation of the Minister’s debate.

 

You will also ensure client departments/agencies participate in a comprehensive budgeting/ business planning process by providing training to all budget managers, when applicable, to aid them in submitting accurate forecast and budget documents.

 

As the Financial Analyst you will report to the Coordinator, Financial Advisory Services.

Qualifications and Experience

 

This may be the right opportunity for you if you have successfully completed high school and have 3 years of post-secondary professional accounting training plus 5 years of related experience; an equivalent combination of training and experience may be acceptable. A Bachelor’s degree in commerce or business administration and/or enrollment in a professional accounting designation (CPA) program will be considered an asset.

 

You are guided by Generally Accepted Accounting Principles (GAAP) as well as Public Sector Accounting Board (PSAB) in your work. You possess exceptional time management skills and are detail oriented. You are comfortable working with minimal supervision, with demonstrated initiative.

 

You are proficient in computer-based accounting software, e-mail, and Microsoft Office programs including Excel, Word, and Powerpoint.  You also have excellent presentation skills.

 

You have previous experience providing advice and direction with regards to financial matters, using discretion when dealing with confidential and sensitive information. You also possess exceptional communication skills (written and verbal) and are comfortable communicating with both internal and external stakeholders, clients.

 

While not required, it is considered an asset if you have knowledge of the Corporate Financial Management System (CFMS/ SAP), Tangible Capital Asset (TCA) Policy and the Salary Analysis System (SAS).

 

Demonstrating the following competencies will be considered an asset: Analytical Thinking, Adaptability & Flexibility, Attention to Detail, Outcome Focus, Effective Interactive Communication, Teamwork & Collaboration and Intercultural & Diversity Proficiency.

 

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

1 Term opportunity with an expected end date of October 11, 2022;  and, 1 Temporary opportunity with an end date of June 30, 2022; however the position status (“term”, “temporary” or “casual”)  is dependent on the start date of the successful candidate.

Pay Grade:  TE 22  

Salary Range:  $2,052.93 - $2,414.26 Bi-Weekly
