About Our Opportunity

 

As a member of the Culture and Heritage Development team, the Program Administration Officer 4 (Program Lead) oversees the Heritage Unit, including the administration of the Heritage Property Act, supports property owners and municipalities with applications offered under the Heritage Property Act, develops and implements programming associated with built heritage, and administers the Heritage Development Fund.


As the Heritage Development Coordinator, you are responsible for the following:

  • the direction, administration and organization of overall programs for the Heritage Unit;
  • the administration of the Heritage Property Act to the Minister charged with administration of the Act;
  • the processing of applications offered under the Heritage Property Act made by property owners and/or municipalities;
  • the research and administrative support for the Advisory Council on Heritage Property whose powers are specified in the Heritage Property Act;
  • representing the Province on heritage-related matters at the municipal, interprovincial and national levels;
  • the development and implementation of built heritage policies and procedures in response to the needs of the Department of Municipal Affairs and the Province.



The successful applicant will also contribute to the development of departmental strategic plans, evaluation frameworks, research initiatives, and monitoring and measurement tools to provide assessment of programs and services within the Heritage Unit.


This position reports directly to the Director, Culture & Heritage Development.

Primary Accountabilities


A few of the key responsibilities of this role include:

  • supporting the administration of the Heritage Property Act to the Minister of Communities, Culture, Tourism and Heritage;
  • providing advice and assistance to a property owner on provincial applications to register, alter or demolish, and/or deregister a registered provincial heritage property;
  • providing advice and assistance to the Advisory Council on Heritage Property on provincial applications to register, alter or demolish, and/or deregister a registered provincial heritage property, and other matters;
  • providing advice and assistance to municipalities to establish, amend, or repeal heritage conservation districts and/or cultural landscapes, and municipal heritage by-laws.
  • drafting of ministerial and deputy ministerial correspondence on all matters pertaining to matters of built heritage in the province as identified under the Act;
  • providing input into program design, the development of an accountability framework including monitoring, measurement and risk assessment tools, and the implementation of an assessment framework to measure program outcomes and properly evaluate the effectiveness of programs;
  • attending and participating as provincial or departmental representative at intergovernmental organizations and national/local associations;
  • providing advice and assistance with the development of new policies and programmes to better conserve the Province's built-heritage;
  • administering the Heritage Development Fund, specifically application intake, assessment, client communications and reporting, and the effective management of program budgets.
  • managing the heritage data bases including the provincial registry of heritage property; and the writing of special reports, using a built-heritage lens;
  • developing and maintaining relationships with heritage sector stakeholders involved with built heritage, such as property owners, municipalities, and advocates, by fostering awareness of built heritage issues;
  • liaising with other departmental staff to prepare advice documents, briefing materials, and submissions to senior leaders;
  • helping to ensure the lens of equity, diversity and inclusion is woven into CCTH policy, operations and service delivery and work collaboratively within the department, government and with CCTH partners as required to advance goals related to equity, diversity and inclusion.

Qualifications and Experience


You bring with you a Bachelors’ degree in architecture, planning or related discipline plus 3 years related experience in program development and delivery. An equivalent combination of formal training and related experience may be considered in relation to the intellectual, reasoning and analytical requirements of the position.

  • have a successful track record of project management, good written and oral skills and a demonstrated ability to manage a portfolio of concurrent projects and deadlines;
  • demonstrate experience working in the heritage sector, with particular knowledge and expertise in the field of built heritage, heritage conservation, heritage architecture and planning;
  • possess experience and expertise in the life-cycle administration of funding programs including program design, client communication and program promotion, intake, assessment and report evaluation;
  • have excellent attention to detail in developing and reviewing written reports, including architectural and conservation reports;
  • demonstrate a strong understanding of and commitment to equity, diversity and inclusion;
  • exercise tact, diplomacy and sound judgement when dealing with internal and external clients; possess exceptional organizational and communication skills (verbal and written);
  • are self-directed with the ability to work independently or in a team environment;
  • have experience using Microsoft Office suite (Word, Outlook, Excel, PowerPoint, Teams).



Assets for this role include:

  • SAP and grants management systems experience;
  • Acrobat Adobe Pro;
  • Database Management.

Pay Grade:  PR 17  

Salary Range:  $3,107.16 - $3,649.33 Bi-Weekly
