About Our Opportunity


The Province is entering a period of major transformation of its social housing portfolio and modernization of housing programs to ensure it can deliver affordable housing for vulnerable Nova Scotians into the future. A ten-year Bilateral Agreement was signed in August 2019 with the Canada Mortgage and Housing Corporation (CMHC) under the National Housing Strategy (NHS).

Primary Accountabilities


As the Housing Strategist, you will be accountable for identifying opportunities for transformation and leading projects across housing divisions deliver on established housing transformation outcomes. You will inform and influence change based on research and best practices all the while leading development plans for managing and delivering housing transformation. You are a critical team resource who provides expertise on advancing the Nova Scotia community housing sector, supporting social housing transformation, along with sustainability and expansion through programs and initiatives under the Bilateral Agreement.


You have a direct impact on the Province’s ability to advance long-range housing outcomes, support the  development of new approaches to delivering affordable housing in Nova Scotia, and fostering an environment in which new ideas are encouraged.


Qualifications and Experience


You have completed a bachelor’s degree in a related discipline and have a minimum of six (6) years of related experience in policy/program planning, development, and implementation programs.


You must demonstrate experience leading complex projects, an understanding of the housing landscape in Nova Scotia, including key players, and housing development processes. The ability to integrate project management and program evaluation techniques in your daily work is critical.


Strong research and analytical skills are required. To be successful in this role you will need effective interpersonal, communication and leadership skills as well as demonstrated ability in organizing and/or executing multiple responsibilities. A high degree of initiative and sound judgement is essential. You must also be able to work independently and prioritize your workload at times of competing deadlines.


We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions


Most of your work is in a comfortable office environment. You may be required to travel to sites on occasion. There is a need for you to balance competing priorities and meet strict deadlines.

Pay Grade:  PR 17  

Salary Range:  $2,913.59 - $3,421.98 Bi-Weekly
