Procurement is a division of the Department of Internal Services (“ISD”) that manages major purchases for departments, agencies, boards and commissions for their complex business needs. About the Opportunities

 

Working within a shared service environment, you will lead a team, as well as identify opportunities for sustainable cost-savings within a specific portfolio.

 

You will own the procurement relationship with customers and suppliers. Your primary responsibility will be to achieve client success against all contractual commitments at the category level (strategic & tactical). You will analyze expenditures and understand and achieve category deliverables, savings commitments, milestones and obligations, and to establish a project plan to meet each. 

 

As the Category Manager, you will be responsible for providing ongoing staff mentoring to Procurement Specialists in areas of strategic sourcing (RFx) and negotiating, process definition and implementation, analytics and reporting.

 

This position aligns well with those that have the following work experience:

  • support project plans and category strategies and be a strong and effective negotiator;
  • solid understanding of market trends, Total Cost of Ownership (TCO), business case analysis, determining key category performance indicators;
  • support the development of an annual sourcing and procurement plan to deliver results.

 

You will project manage the entire strategic sourcing cycle of a category and will ensure the consistent application of strategic sourcing and procurement methodologies, strategies and tools including preparation/drafting of RFx’s, supplier selection and negotiations, contract finalization, supplier transition and performance tracking. 

 

About You

 

You have an undergraduate Degree in Commerce, Business Administration, Supply Chain or Science and five (5) years of procurement experience.  An equivalent combination of relevant training and experience may be considered. 

 

You must have the following skills or work experience: solid leadership experience in leading, coaching, mentoring, building a strong team by engaging and supporting employee’s development; strong understanding of the procurement process, RFx development, and associated policies and procedures including strategic sourcing, category management and public tendering; experience in proactively developing, defining and executing effective sourcing strategies using financial, conceptual, analytical skills and decision making/problem-solving; proven experience leading and supporting staff in areas of strategic sourcing, analytics, and reporting; proven ability to organize, control and coordinate a variety of activities in a fast-paced environment and prioritize work; managing complex, high dollar value, negotiations with suppliers; leading stakeholder engagement, ensuring clear communications and buy-in from the impacted stakeholders and excellent skills with the Microsoft Office suite especially Excel and PowerPoint.

 

The following would be considered assets: Certified Supply Chain Management Professional (SCMP) designation from the Supply Chain Management Association (SCMA) and/or Public Sector Procurement Program (PSPP); experience with SAP (procurement modules) and SAP Ariba; Public Procurement and experience in one of the following fields in procurement or contract management:

  • Clinical
  • Fleet
  • Construction
  • Building Services

 

Leadership competencies required at this level of work are: Analytical Thinking, Action Management, Team Leadership, Initiative, Effective Interactive Communication, Partnering and Relationship Building, and Intercultural and Diversity Proficiency.

 

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

 

 

Pay Grade:  EC 11 

 

Salary Range:  $2,652.00 - $3,315.00 Bi-Weekly
