About Our Opportunity


In a manager role, you will lead a team of professionals and are responsible for the overall development, delivery and effectiveness of enterprise internal identity and access management, and identity security service operations, in accordance with legislation, policy and regulations.

The Manager is accountable for strategic and operational leadership through direction, planning, evaluation, and implementation requiring experience with and knowledge of legislation, regulations, policies and programs to support departmental and government priorities. You will work collaboratively across government, healthcare, and education, and with various stakeholders and sectors to build collaborative relationships and innovate.

Primary Accountabilities


As Manager, User Access and Internal Identity, you will be responsible for:

  • Working closely with government and healthcare users to ensure the internal identity services are designed, deployed and used effectively.
  • Communicating and implementing digital concepts.
  • Monitoring performance against key performance indicators and providing recommendations based on data.
  • Creating and maintaining relationships with internal and external clients.
  • Collaborating within other areas of government and the department to develop internet era policies and strong vendor management.

Qualifications and Experience


To be considered for this opportunity, you hold experience and expertise in the following areas:

  • One year or more experience as a Manager of Identity, Email or IT operations team.
  • Decision-making responsibilities for the development, delivery and enhancement of Identity and Access Management, and Identity, Email and Cloud App Security services via Microsoft Defender XDR.
  • Understanding of Microsoft Active Directory and Entra ID.
  • Leading one or more multidisciplinary delivery teams with direct reports to deliver excellent products and services to users.
  • Managing the scope and budget required to deliver excellent new or existing products and services to meet our users' needs.
  • Launching digital products or services to customers using principles of user research usability design analytics accessibility.


In addition, you hold the following experience and skills:

  • The ability to influence at senior levels (e.g. with senior executive teams and deputies).
  • The ability to lead change through influencing collaboration across a matrix organization in a highly fluid environment.
  • Building empowered teams by delegating authority and providing coaching and support.
  • Internet-era practices, and ability to effectively engage with multidisciplinary teams to achieve business/policy outcomes.
  • User-centered, innovative and product management approaches to ensuring the secure delivery of services.

Working Conditions


While this position is based in Halifax, travel throughout the province may be required periodically. You will be required to work in an office environment during normal business hours (08:00-16:30) and support a 24/7 critical service and environment.

Pay Grade:  EC 12 

Salary Range:  $3,760.89 - $4,701.11 Bi-Weekly
