The Traffic Engineering & Road Safety team of the Department of Public Works directly impacts the quality of traffic engineering efficiency and road safety engineering operations in the province. We develop and ensure comprehensive standards, policies, procedures, and programs are in place to mitigate injury and collisions on Nova Scotia's highways.



Our team is comprised of professional staff who develop and manage various policies and programs, collect collision and traffic census data, conduct engineering studies and analysis, and impact traffic control devices, legislation, and regulations.
 

 

About Our Opportunity

 

Reporting to the Director of Highway Engineering Services and Capital Programs, the Manager will provide leadership and expertise in the areas of Traffic Engineering and Road Safety. You are accountable for development and management of public policy, department programs, collision and traffic census data, access management, traffic control devices, legislation, regulations and engineering studies and analysis. Liaises with other government departments and municipalities, co-chairs the Province's Road Safety Advisory Committee, and is the Provincial Traffic Authority. 

 

Primary Accountabilities

 

As the Manager of Traffic Engineering and Road Safety, your role is pivotal in managing and improving the safety and efficiency of our province’s roads. Your key responsibilities include:

 

  • Traffic Control: As Provincial Traffic Authority, you will ensure a consistent application of traffic control measures across the province, collaborating with various traffic authority appointees to facilitate orderly and safe traffic flow.
  • Policy Research and Development: Conduct thorough research and analysis on road safety legislation, policies, and initiatives through collaboration with stakeholders. This involves planning and evaluating programs, updating road safety legislation and regulations, and enhancing traffic engineering standards. You will explore new technologies and methods to improve traffic management and road safety outcomes.
  • Road Safety Engineering: Apply engineering principles to identify safety issues and develop solutions. Responsibilities include analysis of collision data, assessing the effectiveness of safety interventions, and overseeing the development of highway safety commissioning reports and in service safety reviews or audits.
  • Highway Operations and Safety: Develop and implement policies, programs and strategies for access management and guidelines for traffic impact studies. You will also ensure safety in construction zones by establishing safe work practices in the Temporary Workplace Traffic Control Manual and the development and administration of adult education accreditation programs related to traffic control.
  • Data Analysis and Reporting: Manage the collection, sharing, and analysis of motor vehicle collision data in collaboration with the Registry of Motor Vehicles and other entities. Your analysis will inform engineering solutions and public policy decisions, aiming to enhance road safety.
  • Leadership and Coordination: Co-chair the Nova Scotia Road Safety Advisory Committee, providing leadership and strategic advice on current and emerging road safety topics. You will also lead multi-departmental teams, fostering collaborative relationships with departments such as Justice, Health and Wellness, and Service Nova Scotia.
  • Strategic Planning: Coordinate the development and execution of a provincial road safety strategy and business plans. Contributes to the strategic and policy decisions of your division to support overall performance improvements in road design, estimation, and inspections.

 

This position requires strategic leadership, a deep understanding of traffic engineering, and a commitment to enhancing road safety through innovative and evidence-based approached.

Qualifications and Experience

 

As the Manager, Traffic Engineering and Road Safety you must be a Professional Engineer (registered or eligible to be registered with Engineers Nova Scotia).  You are leader or senior level engineer with many years of experience in the Road safety/traffic industry possessing strong technical experience, coupled with progressive experience managing and coaching staff. In this role, it is critical that you are an excellent communicator who maintains good relationships with colleagues, clients, industry, senior management and your staff.

 

This position is in Halifax and the successful applicant will be expected to have the ability to travel within Nova Scotia.

 

You must have a knowledge of, and experience with:

  • Traffic engineering principles and best practices;
  • legislative requirements dealing with the Public Highway Act and Motor Vehicle Act
  • public speaking and delivering briefings and/or presentations;

 

Familiarity with the following is considered an asset:

  • departmental policies, procedures, standards and guidelines;
  • managing operational budgets and human resources;
  • public speaking and delivering briefings and/or presentations;
  • government procurement practices and contract management;

Working Conditions

 

Your normal work week is 35 hours/week, 7 hours/day. You may be required to work overtime on occasion.

 

The majority of your work is conducted in a comfortable office environment with moderate travel required within and outside of the Province.

 

There is pressure to meet deadlines while managing a diverse number of projects that require ongoing planning/revising. You must be able to manage stressful, complex situations and balance many different issues and considerations. Pay Grade:  EC 13 

Salary Range:  $4,055.86 - $5,069.81 Bi-Weekly
