ECO plays a vital role in supporting the Premier, Executive Council (Cabinet), and its committees by offering expert advice in areas such as policy, legal affairs, communications, and labour relations. The department helps shape strategic direction and ensures informed, effective governance at the highest level.

About Our Opportunity

 

The Manager of Corporate Services plays a pivotal leadership role within the Executive Council Office, contributing directly to both its day-to-day operations and long-term strategic success. This position requires a proactive, solutions-oriented mindset and a commitment to excellence in service delivery. Leading a dedicated team of five professionals, you will provide both strategic guidance and hands-on operational oversight. Your ability to embrace challenges and drive continuous improvement will be essential in ensuring the seamless functioning of one of the government’s most central and dynamic offices. From overseeing the Premier’s correspondence team and managing financial transactions to running the unique Gift Bank store and publishing senior officials’ expenses, your work directly supports transparency, accountability, and public trust.

Primary Accountabilities

 

In this role you will:

  • Drive Innovation and Problem-Solving: Apply best practices to improve internal information management systems that support Cabinet and its committees.
  • Lead Strategic Projects: Coordinate and implement projects related to facilities management, operational workflow modernization, and new technology systems.
  • Strengthen Security Practices: Collaborate with internal and external partners to develop and implement effective, context-sensitive security procedures for One Government Place.
  • Oversee Financial Operations: Manage purchases, accounts payable, and related expenditures, while contributing to budget planning, forecasting, and financial oversight for the corporate services team.
  • Enhance Digital Content: Develop and maintain content for the Executive Council Office’s internal and external websites, including SharePoint sites and the Gift Bank’s online and physical presence.
  • Champion Business Continuity: Lead the development, validation, and implementation of business continuity plans for the Executive Council Office and the Office of the Premier.
  • Manage Premier’s Correspondence: Oversee a team responsible for coordinating, tracking, and responding to Premier’s correspondence and managing daily office administration.
  • Modernize Corporate Services: Provide strong leadership to continuously evolve and improve corporate services, systems, and processes.

Qualifications and Experience

 

The ideal candidate will have a Bachelor’s degree in a related field supported by progressively responsible experience, or a Master’s degree with a solid foundation of experience in comparable positions. Equivalent experience and training may also be considered.

 

In addition, the following qualifications and experience are required:

  • Proven leadership experience, including the ability to motivate and guide a team through coaching and mentorship to achieve high performance.
  • Demonstrated experience in project management, office administration, and facilities management, including developing and implementing policies and procedures.
  • Possess relevant experience with IT systems, internal communications, and correspondence management.
  • Working knowledge of business continuity planning, including development and implementation of continuity strategies.
  • Excellent interpersonal, communication, and organizational skills, with a strong attention to detail and accuracy.
  • Ability to exercise sound judgment, make well-reasoned decisions under pressure, prioritize competing tasks, and perform effectively in a fast-paced, dynamic environment.

 

These qualifications and competencies will be assessed through one or more of the following: written examination, standardized tests, oral presentation, interview(s), and reference checks.

An equivalent combination of education, training, and experience may be considered. Working Conditions

 

This position is based in a comfortable office environment in Halifax. Standard hours of work are 35 hours/week from Monday to Friday.

Pay Grade:  EC 11 

Salary Range:  $3,418.96 - $4,273.75 Bi-Weekly
