Nova Scotia Emergency Management Office works in collaboration with other federal, provincial departments, critical infrastructure partners and Nova Scotian Municipalities to strengthen local and provincial emergency preparedness, through planning, training, and exercising.


About Our Opportunity


Reporting to the Director of Incident Management, the Manager of Planning and Preparedness is responsible for managing six full-time employees, a budget, and the Nova Scotia Emergency Management Office’s Preparedness and Planning Branch.  This work prepares NSEMO, other federal, provincial departments, critical infrastructure partners and Nova Scotian Municipalities to effectively coordinate a whole of government response to emergencies in Nova Scotia.


Primary Accountabilities


The Manager of Planning and Preparedness will also create, maintain, and enhance relationships between key stakeholders both within and outside of government to promote an effective emergency management program. The Manager of Planning and Preparedness is also responsible for the planning, preparedness, and management of the Provincial Coordination Centre (PCC) to help coordinate a response to emergencies.  Once activated, the PCC can include over 100 emergency management related representatives that will become the whole of government response when required.


Qualifications and Experience


This may be the right opportunity for you if you have a university degree plus 3 years of emergency management related experience along with 3 years of progressive management experience in a unionized environment within the provincial government. Experience in all aspects of management, including overseeing Performance and Planning for staff, professional development, and mentoring. Experience in policy and/or project management in the Nova Scotia Provincial government will be considered an asset.  A master’s degree will also be considered an asset, as well as a CEM or AEM Certification.

You also possess strong time management and decision-making skills to determine priorities for complex initiatives and strategic planning.

Working Conditions


This role is in a fast-paced decision-making environment, and you may be working at your computer for extended periods of time. You may be required to travel to worksite locations.


Your normal work week is 35 hours/week, 7 hours/day. This role does entail a high volume of work which may require longer than normal working hours and overtime. Due to the multiple spheres of action and scope of responsibilities that this position requires, there is significant mental pressure, requiring your resilience. Analysis of many ongoing projects will require a quick turnaround.

Pay Grade:  EC 12 

Salary Range:  $3,368.38 - $4,220.16 Bi-Weekly
