What is Procurement?
Procurement encompasses activities such as establishing requirements, conducting market research, sourcing, and negotiating contracts to acquire products or services. This role is focused on procurement and is not considered a supply chain or logistics position. Our function is to explore supply market opportunities and implement sourcing strategies that achieve the best outcomes for our organization, stakeholders, and the province of Nova Scotia.
About Our Opportunity
The IT/Digital Procurement team manages the full procurement process for IT/Digital goods and services, supporting strategic sourcing, tactical procurement, and contract management for significant business initiatives. The team plays a key role in advancing Nova Scotia’s digital leadership by investing in technology for positive client experiences and service excellence. Additionally, the team supports the NSHA IM/IT group in delivering integrated clinical information management and IT support across the healthcare continuum.
As Procurement Specialist, you will contribute to supporting Nova Scotia’s digital transformation by investing in technology and improving business processes. The position requires a sound knowledge of the Nova Scotia Sustainable Procurement Policy, Canadian contract and tendering laws plus all relevant acts, regulations, and trade agreements as they pertain to the Canadian public entity procurement environment.
Primary Accountabilities
The Procurement Specialist is responsible for the total end to end procurement process for IT Digital goods and services, as it relates to significant business initiatives. The role includes, but is not limited to:

- Lead or support strategic sourcing, tactical procurement, and contract management.
- Identify cost savings through stakeholder engagement, analytics, and market intelligence.
- Advise on supply market trends, sourcing methodologies, and performance.
- Assist with major contract negotiations.
- Provide direction on procurement, contracting, negotiation, and business relationships.
- Advise on vendor disputes and recommend resolutions.
Qualifications and Experience
To be considered for this opportunity, you hold:
- Bachelor’s degree plus five (5) years of procurement experience, including leading RFx through the full cycle, or equivalent training/experience.
- Demonstrated end-to-end previous experience in RFx (RFPs, RFQs, RFIs, etc.) development and process (Specifically this includes writing of solicitation, specification review and development, Best Value evaluation process, negotiations, contract language/drafting, and award).
- Advanced critical thinking, project management, interpersonal, and creativity skills.
- Ability to effectively manage risks, resolve disputes diplomatically, and confidently facilitate meetings.
- Adaptability, time management, and organizational skills.
- Advanced skills in Microsoft Office (Teams, Excel, Word).
The following would be considered assets:
- Completion or partial completion of Certification/Training such as PSPP, SCMP or PMP
- Experience in Contract Management and Vendor performance management
- Experience and knowledge of Digital related goods and services procurement
- Experience in public procurement; and
- Experience with SAP (procurement modules) and SAP Ariba and SharePoint

Pay Grade: PR 13
Salary Range: $2,556.10 - $3,107.16 Bi-Weekly
