About Our Opportunity

As the Program Leader for the Municipal Flood Line Mapping Program, you’ll play a central role in a transformative initiative addressing one of the most pressing environmental challenges of our time. This program, funded through the Federal Hazard Identification and Mapping Program, is creating comprehensive flood hazard maps for Nova Scotia’s watersheds and coastline. These maps will guide climate adaptation efforts and influence critical policies, empowering municipalities to take effective action. By managing key projects, fostering collaboration among stakeholders, and supporting the program’s success, you’ll have an impact on a more sustainable and prepared future for our communities.
Primary Accountabilities
You will drive the success of this critical initiative by:
- Administering multiple concurrent municipal, academic, and consultant-led projects while adhering to Federal and Provincial reporting requirements.
- Supporting research and data collection for high-quality flood mapping
- Collaborating with experts and the Senior Planner/Program Manager to update and refine the Municipal Flood Line Mapping Document.
- Leading procurement processes, including developing Requests for Proposals, Statements of Work, contract negotiations, and vendor selection to secure high-quality project resources.
- Monitoring project progress to ensure all deliverables align with the Municipal Flood Line Mapping Document, approved project proposals, and related initiatives.
- Establishing and maintaining strong partnerships with government, academic, public, and private sector partners
Qualifications and Experience
You bring a combination of technical expertise and project management skills along with a completed related Bachelor’s degree in land use planning, engineering, public administration or other related field. You have at least five (5) years of relevant experience. An equivalent combination of education and experience will be considered.
You must demonstrate:
- Ability to coordinate complex projects, manage deliverables, and oversee contractual obligations, including procurement processes.
- Experience managing contracts, ensuring adherence to terms, and maintaining diligent tracking of project details.
- Problem-solving and expertise in synthesizing research and data to inform project direction, evaluate outcomes, and provide actionable recommendations.
- Strong attention to detail, particularly in managing invoicing, project tracking, and adhering to timelines and budgets.
- Ability to foster and maintain partnerships across government departments, academic institutions, and private entities, aligning efforts toward shared goals.
Assets include:
- Experience in environmental-related projects, particularly in flood hazard mapping or climate adaptation
- Knowledge of municipal and/or provincial government structures, planning frameworks, and/or climate-related policy initiatives.
We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.
Equivalency
We recognize equivalent combinations of training, education, and experience, providing opportunities for individuals with diverse backgrounds to contribute their skills and expertise. Equivalencies include, but are not limited to:
- Completion of a related master’s degree and three (3) years of experience.
- Completion of a related diploma and seven (7) years of experience.
- At least nine (9) years of related experience.

Working Conditions
Your typical work week is 35 hours with 7-hour days. This role involves stringent deadlines and may require after-hours work as operations demand. You will work in a comfortable office setting while in the office.
Additional Information
This is a TERM employment opportunity with an anticipated end date of March 31, 2027. The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

Pay Grade: PR 13
Salary Range: $2,556.10 - $3,107.16 Bi-Weekly
