About Our Opportunity

 

The Outpost for Public Sector Innovation (OPIN) has a team of multidisciplinary professionals that work across departments to address complex problems using innovative tools and approaches. We are looking for a Program Manager (Behavioural Insights) to join a small, dynamic team of intrapreneurs to manage and deliver the required outcomes for the corporate Behavioural Insights program and work with departments across the public service to find new and better ways of doing valued things.

Primary Accountabilities

 

•    Identify and develop behavioural insights interventions and trials to assist with evaluation and planning for future direction of programs and policies for the public service. Activities include on-going development of program, designing and implementing research methods, designing and testing interventions, data collection and analysis, providing advice and policy/program recommendations, and may include the resource and capacity management of direct and indirect program resources.

 

•    Act as a consultant within government through the development and delivery of the Behavioural Insights training program.

 

•    Develop and/or deliver plans for significant aspects of internal communications related to the program with guidance from senior colleagues. This includes ongoing monitoring and reporting of program and providing processes and tools to provide the required information for inclusion on reports.

 

•    Identify shortcomings and suggest improvements to existing processes, systems and procedures, then deliver a plan in collaboration with senior colleagues and project team.

 

•    Deliver on the established outcomes by managing day-to-day relationships with clients, contract service providers, stakeholders, partners and team.
 

 

 

Qualifications and Experience

 

As the successful candidate you possess a Master’s degree, advanced training in behavioural insights/science and minimum two years of experience applying behavioural insights within a public sector organization. You have a curious mind, ask probing questions, challenge first responses and are always looking for new and better ways of approaching your work. You are comfortable with ambiguity and experimenting to learn what works and doesn’t. You are a relationship builder, invite the sharing of alternative solutions and viewpoints, and actively bring people together around a specific problem or opportunity. You can work both under guidance from senior colleagues and without supervision to deliver on key responsibilities.

 

You also possess a minimum two years’ experience with the following:

  • Applying concepts from behavioural science to the design of communications, processes, programs, and policies.
  • Conducting quantitative and qualitative research methods, including the design of randomized control trials and the collection, synthesis and analysis of data.
  • Developing and delivering training, facilitating workshops and sessions with multiple stakeholders.
  • Drafting information/briefing notes and communications materials, preparing presentations and reports.
  • Managing client and stakeholder relationships.
  • Managing large, complex projects.

 

We will assess the above qualifications using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency

 

An equivalent combination of training, education and experience will be considered. Applicants relying on education and experience equivalencies must demonstrate such equivalencies in their application.

 

Working Conditions

 

  • Normal work week is 35 hours/week, 7 hours/day
  • The Outpost for Public Sector Innovation is located at Volta alongside other corporate outposts.
  • Opportunities also exist to work from home and engage in flexible working schedules.

Additional Information

 

Please note, this is expected to be a term status position with an end date of March 31, 2023; however, the position status (“term” or “casual”) is dependent on the start date of the successful candidate.

Pay Grade:  EC 11 

Salary Range:  $3,143.79 - $3,929.78 Bi-Weekly
