About Our Opportunity

As a member of Procurement’s Business Intelligence team, you will report to the Program Manager, eProcurement.  The team is a dynamic group of individuals who work cohesively to provide technical solutions, user support, analytics and reporting services to our clients. We are seeking a Program Specialist, Training to lead and execute the design, planning, development, administration, maintenance and delivery of a comprehensive training program for business systems and related processes used in Procurement.  You will work with a broad group of internal and external stakeholders to understand training and change requirements and transform technical content into engaging and interactive learning experiences.  You will be responsible to identify opportunities to build upon, update and advance the current learning program to effectively address a broad range of system user educational needs.  You will ensure all components of the training program are relevant and effective in enhancing employee and client knowledge, skills, and performance through various training modalities and relevant, accessible reference and/or instructional materials.  

The Program Specialist will focus on the people side of change, including changes to business processes, systems and job roles. The successful candidate will be a champion in fostering a continuous learning environment with Procurement business systems and processes and will be responsible to minimize resistance to change and encourage user adoption.


About You


You possess a bachelor’s degree in a relevant discipline (e.g., Education, Advanced Learning, Adult Education) plus five (5) years of related experience designing, creating/developing and delivering systems and process training to adults in a corporate setting.  An equivalent combination of education and experience may also be considered.

As the successful candidate, you possess the following skills and experience: 

  • Demonstrated experience developing and maintaining a comprehensive training program including building a framework and evaluating training program effectiveness;
  • Proven experience creating, publishing and administering interactive e-learning content (modules, programs, videos) using authoring tools/applications for self-serve training;
  • Significant experience delivering training sessions in person and using a variety of technological media to deliver virtual/remote training;
  • Experience developing, managing and maintaining reference materials and step-by-step guides for system or process end users;
  • Experience providing training, advice and guidance to other team members to successfully achieve team outcomes;
  • Intermediate skills with Microsoft 365 applications (Word, PowerPoint, Excel, Outlook, SharePoint, Teams).

Experience using Learning Management System (LMS) software, familiarity with e-procurement solutions and procurement processes, a Masters degree in a related discipline, and previous experience in a procurement role are all considered assets.

You must be a self-starter with demonstrated initiative, resourcefulness, time-management skills and an ability to adapt to change.  You are able to think strategically and make recommendations today to set up for future successes.  You have excellent organizational, facilitation, communication and interpersonal skills.  You must be able to work independently, using sound judgement and have a demonstrated ability to work cooperatively and collaboratively on teams.  You are able to effectively manage multiple competing priorities and requests from various sources, and reliably deliver outcomes on time.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Pay Grade:  PR 13  

Salary Range:  $2,396.86 - $2,913.59 Bi-Weekly
