About The Opportunity

CSDS and the Department of Service Nova Scotia are tasked with transforming the province’s Land Registry Program. This is a full-scale initiative that involves modernizing the process and technology foundations of the Land Programs function and moving to new business processes and models for service delivery embracing digital ways of working requiring adaptable technical platforms for delivery.

 

This opportunity is for a Service Owner of the Land Registry Modernization team. This is a transformational project in partnership with our partner department, Service Nova Scotia. As the service owner you will be accountable for the quality of all digital solution service areas and multiple products supporting Land Programs. You will lead a team of managers, developers, business analysts and other experts to deliver quality services to our partner department and extensive client stakeholder groups.

 

Primary Accountabilities

You will be accountable to the Executive Lead of the Land Registry Modernization initiative and expected to lead the design of services that align with a range of technology choices and value for money. Providing overall direction to the product team, managing communication both internally and externally with clients. Establishes overall metrics for product delivery and cadence of project delivery activities.

 

What You Bring to The Table

As a Service Owner and a senior member of the leadership team for the initiative, you will report to the Executive Lead for the Land Registry Modernization Initiative. Your primary accountabilities will include:

 

  • Coach, inspire and educate colleagues about the opportunities of digital products

 

  • Build collaborative high performing teams that can apply and scale internet-era and client centric ways of working

 

  • Develop team capability and upskilling them to deliver client- centred, solution-based products

 

  • Exhibit political acumen in managing and communicating with multiple stakeholders and partners 

 

You will also bring your experience in: 

 

  • User centered and product development and management approaches to ensuring the client satisfaction and simple experience 

 

  • Complex multi-dimensional organization with varied need for technology solutions

 

  • Internet-era practices, and ability to effectively engage with multidisciplinary teams to achieve business/policy outcomes

 

  • Developing strategies for effective need identification and translation into the required product solution

 

  • Contract management and negotiation, effective partnership management

 

  • Effective budget management and human resource allocation 

 

  • Knowledge or understanding of the Land Registry and land-based system, as well as customer service center operations are considered an asset.

Qualifications & Experience

You possess a relevant undergraduate university degree in an area relevant to the position. Your degree is accompanied by significant and relevant senior leadership experience, as well as product management experience and training.
