About Us


The Department of Infrastructure and Housing designs and constructs public buildings and delivers housing programs.  The Department is responsible to deliver vertical infrastructure projects valued in excess of one million dollars or otherwise characterized as having heightened complexity and risks. The Department also promotes safe and secure communities by working with partners across the province to build strong, affordable, and suitable homes for Nova Scotians with low and moderate incomes.  The Department also manages federal infrastructure programs to facilitate the delivery of eligible cost shared projects throughout Nova Scotia.


About Our Opportunity


Reporting to the Director of Greening and Sustainable Business Practices (GSBP) the Manager is responsible to provide the specialized input required for developing, implementing, and managing the Energy Management Strategy (EMS). A broad-based, strategic initiative to integrate sustainability in the affordable housing portfolios of HNS, and the community housing sector (Co-ops and non-profits). The Strategy aims to meet the provincial and federal GHG reduction targets for over 2,100 Public Housing buildings in Nova Scotia with approximately 11,600 residential units.


The Manager responsibilities require close coordination with NHS Planning, Strategy and Housing Transformation Initiatives; Building Infrastructure & Asset Management; and the Real Property & Assets, Transformation & Development units within Housing Nova Scotia as well as with the Regional Housing Authorities of HNS.


Primary Accountabilities


The Manager oversees the continuous development of the EMS including the long-term sustainability vision, mission, and operating principles and a high-level strategy to support them within the context of the National Housing Strategy, the Nova Scotia bilateral agreement with CMHC, Housing Nova Scotia’s 3-year Action Plans, and the Capital Asset Management Plans.


Works with Federal government, Department of Energy and Mines, Nova Scotia Environment, Efficiency One, and others to identify and seek available funding opportunities, rebates, and pilot opportunities to develop new program initiatives and project outlines to support and/or leverage existing energy reduction initiatives in the public housing portfolio of HNS and the community housing sector. This entails tracking calls for proposals; initiating; formulating; and ensuring that a Decision Request is submitted and approved ahead of proposal submittal; writing proposals; providing guidance on proposal budgets; and coordinating as necessary.


Support capacity building and growth in the community housing sector by supporting co-investment and other initiatives with technical advice and support.  Provides support for initiatives from stakeholder’s entities to reduce energy consumption. As necessary, collaborate with internal subject matter experts to ensure appropriate responses and communications.


Qualifications and Experience


Your experience with government, private sector, non-profit, and community-based agencies allows you to implement programs that have the greatest impact. You are known to be a strategic thinker who is up to date on current industry, social, political, and environmental trends and can draw upon a well-established network of industry colleagues when needed. Additional qualifications and experience include:


  • Bachelor’s degree in a related field (such as Engineering, Architecture, Building Science, etc).
  • Minimum of six (6) years of related experience.
  • Experience in energy efficiency, energy density analysis, and GHG reduction measures.
  • In-depth understanding of the interdependencies of electrical, mechanical and architectural systems in achieving significant energy savings.
  • RETscreen, Portfolio Manager, HOT200 or equivalent.
  • Extensive knowledge of MS Excel and associated MS Office products.
  • Proven ability to coordinate and direct the efforts of team members focused on specific individual tasks.
  • Familiarity with the National Building Code, National Fire Code and OH&S acts and regulations.


You can also manage multiple programs and projects simultaneously and possess organizational skills to manage many tasks with conflicting deadlines, all the while ensuring deadlines are achieved as required. You demonstrate excellent communication skills along with interpersonal skills for tactfully dealing with all stakeholders. Your ability to work cooperatively with others and display a positive attitude to further the goals of the organization, as well as the ability to adapt to change, is essential.  You are diplomatic, apply sound judgment, and display initiative when investigating, questioning, and dealing with inquiries, requests and submissions.


It is considered an asset if you have LEED, Enerstar or an equivalent certification in retrofitting to meet Net Zero, Passive House or Deep Energy standards. Experience in design or system specification of Net Zero, Passive House or Deep Energy Retrofit projects is also considered an asset.

Pay Grade:  PR 17  

Salary Range:  $2,913.59 - $3,421.98 Bi-Weekly
