Primary Accountabilities
The Application Database Administrator (DBA) is responsible for design, support and maintenance of RMV’s database infrastructure, with a focus on the Oracle databases which are part of the existing business application (RMV3). As we transform and modernize this application, the DBA will provide key support in ensuring the ongoing operational stability of the RMV3 application database and support for data synchronization and migration to new services. Working closely with the existing database team and the modernization program, the DBA plays a key role in the successful transformation and delivery of services which impact the majority of Nova Scotians.
The DBA will also provide guidance to developers and analysts on database and database application integration best practices. Responsibilities also include planning, design, implementation, and maintenance within the constraints of government’s Technical Architecture and Standards which form the foundation for all of government’s computer systems and applications.
The DBA’s key activities are broken into the follow areas:
Lead Database Transformation
- Design and maintain Oracle database infrastructure supporting the RMV3 application
- Support data synchronization and migration to new modernized services
- Ensure seamless transition while maintaining system stability
Drive Performance & Optimization
- Develop and optimize SQL queries and database access patterns
- Plan, design, and implement scalable database solutions
- Tune large-scale applications for optimal performance and reliability
Collaborate Across Teams
- Work closely with developers, architects, and business analysts
- Provide technical guidance on database integration best practices
- Interface with internal and external stakeholders to solve complex problems
Support Mission-Critical Operations
- Provide production support and troubleshoot database issues
- Execute data migration and ETL projects with focus on data integrity
- Maintain comprehensive documentation and quality standards
Qualifications and Experience
Must-Haves:
- A minimum of degree in a relevant field, e.g. Bachelor of Computer Science, IT diploma, or demonstrated equivalent work experience
- 5 years of experience working in relevant fields
- Oracle Database administration and development in Unix environments, e.g. IBM AIX
- Proven experience planning, designing, and implementing large-scale database applications
- Strong organizational and planning skills with ability to work under tight deadlines
- Exceptional problem-solving and analytical capabilities
- Excellent communication skills for both technical and business audiences
Nice-to-Haves:
- Oracle Database Administrator Professional certification (Oracle Database 11g or higher)
- Experience with Service Oriented Architecture (SOA) practices
- Microsoft SQL Server experience
- Experience with data migration, synchronization, and modernizing legacy database services
- Demonstrated experience in supporting government transformation initiatives, showcasing an ability to navigate and contribute to significant changes. Registry of Motor Vehicles experience would be considered an asset.
We will assess the above qualifications and experience using tools such as assessments, presentations, interviews, reference checks, etc.
Equivalency
Include, but not limited to:
- Graduation from a recognized Information Technology Program plus 5 years 6 months related experience

Working Conditions
- Normal work week is 35 hours/week, 7 hours/day

Additional Information
This is a full-time, two-year TERM employment opportunity with anticipated end date of October 2027. The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

Pay Grade: PR 17
Salary Range: $3,107.16 - $3,649.33 Bi-Weekly
