Business and Consumer Services administers citizen rebate programs, empowers consumers, and regulates Nova Scotia’s consumer marketplace by administering modern legislation that balances economic growth with the protection of public interest.
The Consumer Protection team works to continuously improve its provincial rebate programs with a data-driven, client-centred focus on accountability, clarity and reliability. The team also promotes education and awareness resources on consumer rights and responsibilities, financial literacy initiatives, and fraud prevention strategies to help Nova Scotians navigate the changing marketplace.
About Our Opportunity
Reporting to the Manager of Consumer Protection, the Rebate and Consumer Relations Officer (RSOII) is responsible for Divisional consumer engagement efforts and for conducting research, maintaining and analyzing program data, and effectively collecting, organizing and communicating information. They develop reports based on research, legislation, program evaluation, and other responsibilities of the Division. Designing appropriate research methodologies, data collection, and data presentation techniques is a key responsibility.
Primary Accountabilities
- Conducting research and collecting data and information related to projects that improve programs for businesses and consumers;
- Coordinating and supporting the implementation of the Heating Assistance Rebate Program, the Property Tax Rebate for Seniors and other departmental rebate programs;
- Developing and maintaining databases and informative visualizations and dashboards;
- Preparing briefing notes and responses to correspondence for the Minister and Senior Management;
- Monitoring existing and proposed program service initiatives of federal and other provincial governments;
- Representing the department on committees and projects associated with legislative, regulatory, policy and planning issues;
- Coordinating consumer education and awareness initiatives by developing in-person and digital outreach networks and information campaigns;
- Addressing consumer complaints and general inquiries from other departments and the public.
Qualifications and Experience
You hold a bachelors’ degree in addition to three (3) years of related experience, or a master’s degree in a related field such as Economics, Statistics, or Public Administration. An equivalent combination of training and experience may be considered. In addition, you possess:
- Experience in a legislative, regulatory, and policy environment;
- Experience with survey and statistical design methodologies, and research techniques;
- The ability to analyze data and information and present it in a clear, engaging manner;
- Strong computer skills, including experience with spreadsheet, database, video conferencing and word processing applications;
- The ability to work both autonomously and within a team environment;
- Attention to detail and strong written and verbal communication skills;
- The ability to maintain and develop working relationships with a variety of government and client groups.
- A valid Nova Scotia driver’s license and reliable access to a vehicle.

Pay Grade: PR 10
Salary Range: $2,262.74 - $2,760.42 Bi-Weekly
