About Our Opportunity


Reporting to the Manager, Enterprise Service Management (ESM), the Senior Business Systems Analyst serves as a subject matter expert in supporting ICTS’ client focused Service Management Program.  As the Senior Business Systems Analyst, the successful proponent will ensure the orderly and efficient execution of operations at the ESM Support Team by ensuring key ITIL Service Management processes such as Request Fulfillment, Incident Management, Problem Management, Knowledge Management et al are followed. 


As the senior resource on a dynamic service management team, the Senior Business Systems Analyst provides coaching, guidance and mentoring to the team on a daily basis and will ensure that processes are modified or newly created to maintain compliance with established best practice when and where needed to support further developed service management processes.

Primary Accountabilities


Responsibilities include: 


  • Leading in the preparation of requirements, business cases, business process definitions, workflow process, data models, implementation plans and change requests;
  • Providing solution recommendations, opportunity evaluation, business case development and cost analyses;
  • Proactively managing relationships with ESM clients including management from both the provincial and health sectors;
  • Recommend sustainable service improvements and / or solutions based on value for investment;
  • Managing project planning and control phases or projects, initiatives, and enhancements including developing and implementing project plans, managing scope and project deliverables, risks, changes and issues, ensuring the communication occurs with all stakeholders;
  • Planning, facilitating and leading workshops with internal and external participants and partners;
  • Working closely with project managers, technical and enterprise architects in writing project statements, consulting with stakeholders, defining roles and responsibilities for project team members, evaluating projects with respect to best practices and lessons learned;
  • Ensuring effective communication where agreement or cooperation is required or where there are barriers to understanding;
  • Managing competing priorities and identifying opportunities for cross-departmental or corporate initiatives.

Qualifications and Experience


Bachelor’s Degree in Computer Science plus a minimum of 5 years’ experience or graduation from a recognized Information Technology program plus 5 years and 6 months of experience (or the equivalent combination of training and experience). 


This position requires advanced experienced in transforming business processes. It also requires the skilled use of design tools; such as, data and process models, and up to date knowledge of the capability of the IT industry and the ability to weigh alternatives, use judgment and make decisions.  Related experience must also include at least four years working with and analyzing large amounts of data in a technology environment.  A proven track record of managing complex stakeholder relationships at the senior management level is also required.


The successful candidate must be skilled and experienced in all phases of business process and information systems design and delivery as well as project management; demonstrated through the use of Project Management and system development methodologies to delivery business problem analysis and requirements definition, application system design, program design and user interface design, database definition and functional design, functional testing and coordinate user acceptance testing, user training and implementation of the IT solution, and project planning and tracking.  Excellent communication (both verbal and written) and interpersonal skills are required as well as demonstrated ability to interact effectively with clients, staff, peers, and management. The ideal candidate will be flexible and adaptable to ever changing priorities. 


A professional Business Analyst Certification is preferred.  Candidates with an advanced competency in MS Project, MS Excel, MS Word, MS Outlook and MS PowerPoint are preferred.  Knowledge of Information Technology Infrastructure Library (ITIL) and Records Management or Information Management and IT Security policies would be considered an asset. Knowledge of ITIL processes beyond the Foundation level would be an asset as well as knowledge of project management methodologies.  Overtime hours may be required.  Offer of employment is contingent upon the successful candidate passing appropriate background checks.

Please note, this is expected to be a temporary status position with an end date of March 18, 2022; however, the position status (“temporary” or “casual”) is dependent on the start date of the successful candidate.

Pay Grade:  PR 17  

Salary Range:  $2,913.59 - $3,421.98 Bi-Weekly
