About Our Opportunity


As the Program Specialist (Program Admin Officer 3), you are responsible for providing specialized and/or administrative and supervisory work in developing government programs. You will administer and manage government programs; administer and supervise the mediation of complaints in accordance with departmental policies and government legislation; plan, develop, evaluate, promote and monitor new initiatives. Delivery for one or more programs on a tactical level throughout the province. 


As a Value Management Analyst, your duties will also include conducting cost analysis on proposed projects, project benefits mapping, KPI development, dashboard development, value determination, business case development and Value Management activities.  

Primary Accountabilities

In this position, you will: 


  • Provide independent, specialized professional expertise for the administration, management and delivery of government programs. 
  • Administer and supervise the mediation of complaints in accordance with departmental policies and government legislation. Conducts needs analysis and leads and/or responds to complex concerns from program stakeholders. 
  • Plan, develop, evaluate, promote, and monitor new initiatives. Promote and develop initiatives and programs using current and emerging technology. 
  • Analyse and provide program recommendations through reports and advice to management and develop program plans, updates program(s) and provide program evaluation. Provide contract management, communication, and implementation of initiatives and programs.
  • Advise and mediate complaints, responds to and may be involved with investigations (inspects and monitors programs enforcement which may include site visits). Identify needs and respond to questions and concerns from key stakeholders and program users.
  • Support senior colleagues in the development of internal and external communications.
  • Manage day-to-day relationships with clients, contract service providers, and team while working within an established contract management plan.

Qualifications and Experience

As the successful candidate, you will have a Bachelor’s degree plus five (5) years related experience; or an equivalent combination of training and experience.

In addition, you will have: 


  • experience working in an SAP/ERP support organization;
  • strong analytical skills demonstrated through past work experience;
  • experience producing business requirements and other relevant material (i.e. process and data mapping, business cases and options analysis);
  • demonstrated facilitation skills;
  • experience working with both business and technical audiences;
  • strong verbal and written communication skills;
  • experience working with a diverse group of stakeholders including, executives, managers, business subject matter experts and service providers;
  • strong organizational skills that facilitate managing multiple initiatives simultaneously;
  • experience utilizing tools and methodologies required to successfully engage disparate business processes and lead to a common process.

The following will be considered assets: 

  • Experience with Key Performance Indicator analysis/development, dashboard development, cost and value analysis within program/project, SAP Module Certification, Information Technology Infrastructure Library (ITIL) V3 Certification, Project Management Certification, or a Business Analysis Certificate would be considered assets. 


We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Pay Grade:  PR 13  

Salary Range:  $2,396.86 - $2,913.59 Bi-Weekly
