About Our Opportunity


Reporting to the Director, Regional Service Delivery, the Manager, Regional Service Delivery is accountable for the effective operational, management, planning and delivery of DCS social programs that provide support to Nova Scotians using modern service models that ensure exceptional and cost effective client service.


This position is responsible for managing the Yarmouth, Digby, and Granville Ferry district offices.  In this role, you will have a significant impact on supporting our vulnerable Nova Scotians. Through your leadership, you aspire to shape the future of the population served our many programs.


Primary Accountabilities


As the Manager, you will ensure quality client service delivery to the broad range of clients served by the many programs delivered by the office(s) such as Child Welfare, Income Assistance, Employment Support Services, Eligibility Review and Family Maintenance Support, Disability Support Program, Adoption and Foster Care Resources, and Prevention programs.  You will ensure services are delivered in a manner that promotes self-reliance and builds independence, and in a manner that is effective, efficient, integrated, and sustainable.  Through your inspirational leadership abilities, and collaborative working style, you will ensure that the risks to vulnerable Nova Scotians are minimized, while managing modern and innovative service offerings.


Qualifications and Experience


As our next Manager, you will have completed a university degree in Social Sciences or Management, with several years of successful leadership and experience at a supervisory/managerial level in the delivery of social service programs.


Experience in the Employment Support and Income Assistance, Child Welfare and Disability Support Programs is essential as you inform, coach, and provide recommendations and advice. Your ability to work well under pressure, to lead teams and enlist the enthusiastic involvement of staff in problem solving and delivery of quality services to clients is essential to your success in this position. Your creativity and problem-solving abilities are critical to effectively respond to complex, sensitive issues. Excellent verbal and written communication skills are required as you will be in continual contact with various departments, stakeholders, community service delivery agencies and related organizations. You ensure an inclusive and diverse lens is applied in your management of strategies, policies, standards, program design, and initiatives. 


The leadership competencies required at this level of work are: Analytical Thinking, Action Management, Effective Interactive Communication, Initiative, Intercultural Diversity Proficiency, Partnering & Relationship Building.


We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions


This role is based in a comfortable office environment and you may be working at your computer for extended periods of time. You will be required to drive on a regular basis to visit offices in your geographic area.


Your normal work week is 35 hours/week, 7 hours/day. This role does entail a high volume of work which may require longer than normal working hours and significant overtime. Due to the multiple spheres of action and scope of responsibilities that this position requires, there is significant mental pressure, requiring your resilience.


Additional Information


As this position involves considerable travel, you must have a valid driver’s licence and have the ability to travel to various work site locations.


This is a Term opportunity with an anticipated end date of March 23, 2023. The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

Pay Grade:  EC 12 

Salary Range:  $3,368.38 - $4,220.16 Bi-Weekly
