Procurement Services, a branch of the Department of Service Nova Scotia, is a dynamic and innovative team dedicated to supporting our clients who procure goods, services, and construction to benefit Nova Scotians. We oversee the Nova Scotia Sustainable Procurement Policy, providing leadership and direction in the development and delivery of procurement programs, plans, and strategies that align with departmental and government priorities.

Our Business Intelligence (BI) Team offers comprehensive business systems support and analytics services to the branch and a wide range of clients across the Nova Scotia Public Sector. The BI Team engages in daily service and support as well as larger transformational projects that affect the broader Procurement service and its clients.

About Our Opportunity

 

Reporting to the Manager, the Business Intelligence Data Analyst is responsible for planning, coordinating, and executing activities related to data analysis and reporting, while supporting data-driven decision-making through the design and delivery of scalable data solutions.

The role focuses on integrating and transforming data from SAP S/4HANA, Ariba, and other enterprise systems into an Azure-based Lakehouse platform, legacy SQL database, and applying spend classification rules, and enabling analytics through Bronze, Silver, and Gold data layers.

Primary Accountabilities

 

  • Support data integration and loading from SAP S/4HANA, ECC, and Ariba into the database and the Azure data platform.
  • Apply and manage spend classification rules and transformation logic to ensure standardized datasets.
  • Develop and maintain dashboards and reports using Power BI and Tableau.
  • Design and maintain data pipelines using PySpark and Azure Databricks across Bronze, Silver, and Gold layers.
  • Perform data validation, reconciliation, and quality checks to ensure accuracy and consistency.
  • Collaborate with stakeholders to gather requirements and deliver scalable, data-driven solutions.

Qualifications and Experience

To be considered for this position, you must have a bachelor’s degree in a related field (e.g., Data Science, Computer Science, Information technology) in addition to 5+ years of experience in data analytics, business intelligence, or data engineering roles within a complex service environment.

The successful candidate will demonstrate:

  • Experience working in a complex service or enterprise environment.
  • Strong knowledge of finance and procurement systems (e.g. SAP S/4HANA, ECC, and Ariba) data structures and processes.
  • Proven experience developing dashboards and reports using Power BI and/or Tableau.
  • Demonstrated experience building data pipelines, with preference given to candidates with specific experience using PySpark, Azure Databricks, and/or MS Data Fabric.
  • Demonstrated experience working with databases and programming languages (e.g., SQL Server, MySQL, Delta Lake, Python, PySpark).
  • Demonstrated experience designing and managing data integrations, APIs, and ETL processes.


The ideal candidate will be a strong communicator, relationship builder, and innovative thinker with the ability to effectively convey technical concepts to the managers. They demonstrate initiative, analytical thinking, and adaptability, along with proven collaboration skills in a dynamic, procurement-focused environment. 

 

Assets 

  • Masters’ degree in a related discipline.
  • Experience with machine learning techniques and tools.
  • Experience in public sector procurement.
  • Certifications in Azure databricks.
  • Experience in data governance, data quality, and data security practices.

Pay Grade:  PR 13  

Salary Range:  $2,805.63 - $3,410.48 Bi-Weekly
