The Department of Justice is responsible for the administration of justice and for promoting access to justice and the safety and security of Nova Scotians through justice-related programs, services, and initiatives. We are guided by the principles of preventative and restorative justice in fulfilling our mandate. Our efforts to promote safety, security, and access to justice for Nova Scotians span all areas of the Department and include programs and services that assist all communities, including Indigenous Nova Scotians, African-Nova Scotians, and Nova Scotians with disabilities.

 

To accomplish its mandate, the Department provides services through seven core business areas: Public Safety and Security; Court Services and Sheriff Services; Correctional Services; Maintenance Enforcement and Victim Services; Accessibility Directorate; Restorative Initiatives Unit; and, Legal Services to Government. The Public Safety and Security Division of the Department of Justice is responsible for public safety initiatives in the province, including oversight, governance and advice to police, private security services and firearm licence holders, as well as enforcement of community safety processes and crime prevention initiatives. The Division is composed of approximately 40 staff with a budget of approximately $155 million dollars.

 

About Our Opportunity

 

As the Executive Director, you are accountable for the vision, leadership, and management of 4 operational areas of the provincial criminal justice system:

 

  • Policing Services Section which is responsible for the oversight, governance and standard setting for policing related programs in the province as well as the public safety and security of citizens pursuant to the Police Act, Criminal Code, Anti-Terrorism Act, and many other Acts;
  • Public Safety Investigation Section which addresses complaints regarding residences in the province being used for illegal activities under the Safer Communities and Neighbourhoods Act and provides response to victims of cyberbullying via the Intimate Images and Cyber Protection Act;
  • Private Security Programs and Service Dog Programs which regulates the private security industry across the province in accordance with the Private Investigators and Private Guards Act;
  • Provincial Firearms Program which administers the provincial firearms safety program in accordance with the Firearms Act and the Criminal Code.

 

Primary Accountabilities

 

  • Operationalize the department’s vision and mandate, linking the work of the division to the work of other divisions across the department as well as across government;
  • Promote public safety in the province by partnering with community and police leaders to establish good governance and managing the RCMP provincial policing services contract and the First Nations policing contract;
  • Develop and maintain collaborative relationships with justice partners and key stakeholders internal to government, other levels of government and other jurisdictions;
  • Ensure the effective management of human and financial resources by setting and evaluating performance targets, promoting diversity and a healthy workplace, coaching and mentoring your team, maintaining internal communications and monitoring expenditures;
  • Provide advice to the Associate Deputy Minister, Deputy Minister and Minister of Justice on all matters relating to crime, organized crime, policing, public safety, anti-terrorism, firearms and private security; and
  • Serve on numerous committees, including federal/provincial/territorial (F/P/T) committees and the Department of Justice Senior Executive Team.

 

Qualifications and Experience

 

As the successful candidate, you will have an undergraduate degree in a related discipline and significant experience at an executive or senior management level. An equivalent combination of training and experience may be considered.

 

You are a strategic thinker and exceptional communicator.  You will utilize these skills to effectively communicate and achieve a strong vision for public safety in Nova Scotia.

 

You will have a solid understanding of public safety related issues within Nova Scotia and in other jurisdictions. A solid understanding of current and historical economic and social issues related to diversity, racism, and multiculturism in Nova Scotia and other jurisdictions is also critical.

 

You are recognized for outstanding personal and professional credibility and creative problem solving and collaboration skills.

 

You will leverage your strong collaboration skills to work effectively with justice partners and other senior officials to build and cultivate trusting partnerships.

 

You are also result-oriented, capable of prioritizing and delegating high volumes of work under tight timelines, as well as exercising sound judgement under pressure in a continuously changing and demanding environment.

 

You have a demonstrated ability and passion for coaching, supporting and engaging staff at all levels in the execution of the common strategy and vision for the organization.

 

Leadership competencies required at this level of work are: Courageous Decisiveness, Horizontal Thinking and Action, Inspirational Leadership, Outcome Focus, Self Awareness and Personal Impact, Effective Interactive Communication, Partnering and Relationship Building, and Intercultural and Diversity Proficiency.

Additional Information

 

This is a full-time permanent position based in Halifax.

 

You must be eligible for a level 3 (top secret) security clearance.

Pay Grade:  EC 16 

Salary Range:  $4,976.46 - $6,234.89 Bi-Weekly
