About Our Opportunity
As Funding Agreement Manager, you will lead the design, administration, and oversight of funding programs and agreements that support healthcare workforce recruitment and retention. You will ensure funding decisions are aligned with the Department’s priorities and demonstrate strong return on investment. This includes developing program guidelines, managing program launches, monitoring funding agreements for compliance and accountability, and driving continuous improvement. You will also provide project management support for strategic initiatives within the Office.
Primary Accountabilities
- Funding Program Administration
- Design and administer funding programs, including planning, launching, and managing funding agreements.
- Negotiate well-defined terms and conditions with stakeholders to ensure agreements align with departmental priorities and clearly outline compliance expectations.
- Work with partners and funding recipients to support quality applications and resolve agreement-related issues.
- Program Evaluation & Improvement
- Lead evaluations to measure program impact and effectiveness across the healthcare system
- Implement continuous improvement processes to align guidelines with priorities and lessons learned.
- Project Management
- Develop and manage project plans with well defined scope, KPIs, timelines, and deliverables.
- Coordinate resources to ensure on-time, on-budget delivery and risk mitigation.
- Stakeholder Engagement
- Build and maintain relationships with government, healthcare organizations, and community partners.
- Facilitate collaboration across multidisciplinary teams and employer partners.
- Compliance & Reporting
- Ensure work is aligned with policies, standards, and negotiated funding agreements.
- Maintain audit-ready documentation and prepare progress reports for leadership.
Qualifications and Experience
Education:
- Bachelor’s degree in a relevant field such as Public Administration, Business/Commerce, Health Administration, or a related discipline.
Experience:
- Several years of progressive experience in project management, agreement administration, financial management, and funding program delivery.
- Proven ability to design and administer programs, including agreement negotiation and compliance monitoring.
- Experience in program evaluation and implementation of continuous improvement processes.
- Strong background in stakeholder engagement, including building partnerships with government, healthcare organizations, and community groups.
- Demonstrated ability to manage budgets, timelines, and risk mitigation strategies.
- Familiarity with policy interpretation, audit-ready documentation, and reporting requirements.
Skills:
- Excellent organizational and analytical skills to manage multiple projects and priorities.
- Strong communication and negotiation skills for resolving agreement-related issues.
- Ability to synthesize data and prepare clear reports and presentations for leadership.
- High proficiency in project management tools and MS Office Suite.
Other Requirements:
- Valid driver’s license and ability to travel within Nova Scotia.
- Knowledge of healthcare systems or government-funded programs is an asset.

Pay Grade: EC 11
Salary Range: $3,501.95 - $4,377.48 Bi-Weekly
The salary rates include an economic adjustment that has been approved. These rates are effective April 1, 2025. Implementation in our HR system will occur on March 5, 2026. Until then, the current rates will apply. Employees hired during this period will receive retroactive pay adjustments in accordance with the applicable policies.
