Procurement includes establishing requirements, conducting market research, sourcing, and negotiating contracts to acquire goods or services. This role is focused on public procurement and is not a supply chain or logistics position. Our function is to implement sourcing strategies that achieve the best outcomes for our organization, stakeholders, and the Province of Nova Scotia.

About Our Opportunity

 

The Information Technology/Digital Procurement team manages end-to-end procurement for IT/Digital goods and services, supporting strategic sourcing, tactical procurement, and contract management for major business initiatives. The team helps advance Nova Scotia’s digital leadership by enabling technology investments that improve client experience and service delivery. We also support NSHA IM/IT (Information Management and Technology) in providing integrated clinical information management and IT services across the healthcare continuum.

As a Procurement Specialist, you will support Nova Scotia’s digital transformation by delivering procurements that enable technology solutions and improved business processes.

 

This role requires sound knowledge of the Nova Scotia Sustainable Procurement Policy, Canadian contract and tendering law, and applicable legislation, regulations, and trade agreements relevant to public-sector procurement.

 

Primary Accountabilities

 

The Procurement Specialist is responsible for the end-to-end procurement process for IT/Digital goods and services in support of significant business initiatives. Key responsibilities include:

·       Leading or supporting strategic sourcing, tactical procurement, and contract management

·       Identifying cost-savings opportunities through stakeholder engagement, data analysis, and market intelligence

·       Advising stakeholders on sourcing approaches, supply-market trends and supplier performance

·       Supporting major contract negotiations

·       Providing guidance on procurement strategy, contracting, negotiation, and vendor relationships

·       Managing vendor issues and disputes, and recommending resolutions

Qualifications and Experience

 

·       Bachelor’s degree, plus five (5) years of procurement experience, including leading RFx through the full cycle, or an equivalent combination of training and experience.

·       Demonstrated end-to-end experience leading RFx (e.g., RFPs, RFQs, RFIs), including drafting solicitations, reviewing/developing specifications, conducting Best Value evaluations, negotiating, drafting contract language, and awarding contracts.

·       Advanced critical thinking, project management, interpersonal, and creative problem-solving skills.

·       Ability to manage risk, resolve disputes diplomatically, and confidently facilitate meetings.

·       Strong adaptability, time management, and organizational skills.

·       Advanced proficiency in Microsoft Office (Teams, Excel, Word).

 

The following would be considered assets

 

·       Completion or partial completion of relevant certifications/training (e.g., PSPP, SCMP, PMP)

·       Experience in contract management and vendor performance management

·       Experience procuring digital/IT-related goods and services

·       Experience in public-sector procurement

·       Experience with SAP (procurement modules), SAP Ariba, and SharePoint

Pay Grade:  PR 13 

Salary Range:  $2,805.63 - $3,410.48 Bi-Weekly
