About Our Opportunity
As a Senior IT Contract Manager on the IT Contract Management team, you will lead complex contract management activities that support the delivery of digital services across government. You will work closely with clients to understand business needs, translate operational requirements into contractual solutions, and support procurement and vendor management activities that deliver value to Nova Scotians.
This role offers an exciting opportunity to influence the success of major digital initiatives by providing expert contract management advice and guidance. Working with colleagues across CSDS, Procurement Services, Legal Services, and client organizations, you will help ensure that technology contracts support business outcomes while managing risk and maintaining compliance with government policies and standards.
You will also serve as a senior resource and mentor within the team, supporting colleagues through knowledge sharing, coaching, and collaborative problem-solving.
Primary Accountabilities
As a Senior IT Contract Manager, you will:
- Lead the development, negotiation, implementation, amendment, extension, interpretation, and management of complex IT contracts and vendor agreements.
- Consult with clients to understand operational and business requirements and translate those needs into effective contractual solutions.
- Partner with Procurement Services and Legal Services on procurement strategies, contract negotiations, vendor management activities, and risk mitigation approaches.
- Provide expert guidance on procurement processes including Requests for Information (RFIs), Requests for Proposals (RFPs), tenders, and alternative procurement approaches.
- Support and mentor team members by sharing expertise and providing guidance on contract management best practices.
- Lead and contribute to projects and initiatives that strengthen contract management practices and improve digital service delivery.
- Build and maintain collaborative relationships with clients, vendors, colleagues, and stakeholders across government.
- Prepare and deliver presentations, recommendations, and reports on contract management matters to both technical and non-technical audiences.
Qualifications and Experience
To be successful in this role, you have:
- Demonstrated recent experience in contract management, including developing, negotiating, interpreting, amending, extending, and managing complex contracts and vendor agreements.
- A Bachelor's Degree in Information Technology plus five (5) years of related experience; or
- Graduation from a recognized Information Technology Program plus five and one-half (5.5) years of related experience.
- Strong understanding of procurement policies, standards, and practices.
- Experience managing multiple competing priorities and delivering results in a client-focused environment.
- Strong written and verbal communication skills with the ability to explain complex contractual concepts to diverse audiences.
- Experience leading project teams or serving as a subject matter expert on cross-functional initiatives.
- Knowledge of current digital technologies and trends and their impact on service delivery and procurement requirements.
Assets include:
- Experience supporting ITIL Service Support processes.
- Knowledge of vendor management frameworks and technology service delivery models.
- Experience in public sector procurement and contract management environments.
We will assess the above qualifications and experience using tools such as presentations, interviews, reference checks, and other assessment methods as appropriate. Candidates selected for interviews will be required to deliver a brief presentation.

Working Conditions
- Normal work week is 35 hours/week, 7 hours/day.
- May be required to work overtime on occasion.

This is a permanent, bargaining unit position represented by the Nova Scotia Government Employees Union (NSGEU).

Pay Grade: PR 17
Salary Range: $3,410.48 - $4,005.58 Bi-Weekly
