About Our Opportunity

Reporting to the Manager,  IT Assets, Finance and Procurement, as the Technical Architect Contracts, you will be responsible to manage the financial viability and sustainability of our digital services, including the intricacies of cost recovery processes, provide accurate reporting to stakeholders on multiple levels, across multiple platforms, while achieving successful year end balancing of our digital service recoveries. Provide leadership to clients in navigating the sustainable design, build, implementation, and operational financial management for the Digital products and services. Develop IT standards in conjunction with other Technical Architects to align the work methods of Enterprise Technology, ensuring that services are effective and timely.

The role must understand, consider and analyze the risks and impacts of technological decisions and changes. 

Primary Accountabilities

As the Technical Architect:

  • Manage challenges associated with the growth of IT systems and services offered to clients.
  • Budget management exceeding $39 million, reconciliation, accruals, forecasting projects, funding requests (MA’s), operations of new contracts, manual journal entries, escalations and cost recoveries.
  • Lead and or participate in the development and maintenance of the architecture of enterprise/corporate services, which include vision, policies, guidelines, processes, standards, reference models and tools for financial management and cost recovery. These services are used across government.
  • Work with procurement, finance, contract management, vendors, and operational teams to support the smooth financial operation of IT services.
  • Develop, modify, or enhance databases, programs, administrative applications and or electronic tools to facilitate and improve services.
  • Provide mentorship and or supervision for junior resources as required.
  • Act as the technical authority in prospective, information gathering, initial meetings evaluating service proposals, technical proposals from internal and external stakeholders, and making implementation recommendations to senior stakeholders for sustainable financial solutions.
  • Assist with building a culture of continuous service delivery and improvement, ensuring that key processes are regularly analyzed, maintained and improved.
  • Work with large volumes of data providing data analytics to problem solve and troubleshoot.
  • Project management of IT systems, contracts and projects.

Qualifications and Experience

To be successful in this role, you have:

  • A bachelor’s degree in information technology, business administration, finance, accounting, or a related discipline, along with 5 years of related experience; or graduation from a recognized Information Technology Program plus 5 years and 6 months related experience; or an equivalent combination of training and experiences may be acceptable.
  • Experience managing significant budgets, financial forecasts, reconciliations, accruals, and year-end activities.
  • Experience working with IT contracts and government procurement policies.
  • Passionate for precision and solutioning data challenges.
  • Focus on strategic alignment of architecture to meet business growth and direction.
  • Proven capability of financial implementations involving multiple interfacing tools.
  • Demonstrated intermediate to advanced knowledge of Microsoft Excel and financial information systems.
  • A clear, articulate communicator, with presentation skills equally at ease presenting to senior leaders, internal and external stakeholders.
  • Accustomed to working under pressure, thriving in a deadline environment.
  • Experience sharing knowledge and working in a multi-disciplinary team.
  • An excellent relationship builder within, and beyond government.
  • Exceptional skills in problem solving and troubleshooting.
  • Experience leading and participating in the implementations of IT system, financial, procurement and contract projects.
  • Able to demonstrate exceptional attention to detail in assimilating granular financial transactions.

Assets

The following would be considered assets:

  • Experience working with S/4 Hana the financial module, Assyst, Microsoft Outlook, and FileNet.
  • Knowledge of government financial, procurement, and contract-management policies.
  • Experience managing the financial aspects of enterprise software, hardware, cloud, telecommunications, or infrastructure agreements.
  • Knowledge of software asset management or IT asset management practices.
  • Experience with Ministerial Approval processes.
  • Proven experience in data analytics.
  • Experience working with public-sector or healthcare clients.

We will assess the above qualifications and experience using tools such as written assessments, technical or financial assessments, presentations, interviews, reference checks, etc.

Additional Information

This is a TERM employment opportunity with an anticipated end date of January 28, 2028. The appointment status (‘term’, ‘temporary’ or ‘casual’) is dependent on the start date of the successful candidate.

Pay Grade:  PR 17  

Salary Range:  $3,410.48 - $4,005.58 Bi-Weekly
