About Us


The Correctional Services Division of the Department of Justice is responsible for the administration and operation of community and custody-based programs and services for incarcerated adults and youth. Within the Correctional Services’ core business area there are two programs: Community Corrections and correctional facilities. Each of these program areas is broken down into closely related activities that have a specific impact on the program's target group.
 

About Our Opportunity


The Manager Administrative Services is responsible for the supervision and coordination of the delivery of human resource services - recruitment, screening and selection of new employees, employee benefits, payroll, performance management, and labour relations; the Attendance Management program and acts as the facility’s liaison with Human Resources Division and other agencies as appropriate; responsible for budget administration and budget reviews, including management of the Offender Trust Fund.  The Manager is responsible for the delivery of procurement services, including Information Technology; responsible for the management of institution records including in-custody and administrative files.  The Manager has a number of administrative employees as direct reports.  The Manager Administrative Services reports to the Director Operations & Administration.
 

Primary Accountabilities

 

  • Managing administrative staff
  • Budget Forecasting
  • Management of the offender trust account, including canteen operations and month end reconciliation 
  • Purchasing of goods and services for the facility
     

Qualifications and Experience


To be considered for this opportunity, you must hold a bachelor’s degree in Commerce or Business Administration in addition to several years of directly related experience.  A combination of other education, training and experience may be considered an acceptable equivalent.

Previous supervisory experience is required.  Experience at a managerial level is preferred.  Sound knowledge of computer software applications such as SAP, Outlook, Word, Excel, financial/accounting software is required.  Experience in correctional / institutional administration including the budget process, records maintenance, and human resource management would be considered an asset.  Familiarity with such relevant legislation as Workers Compensation Act, Human Rights Act, Ombudsman Act, Occupational Health & Safety Act, Freedom of Information Act would be considered an asset.  

The successful candidate will also demonstrate:

  • Evidence of strong communication skills and sound judgement.
  • The ability to ensure a high level of security and confidentiality at all times.
  • Good organizational skills, including the ability to prioritize and juggle multiple tasks and deadlines.
  • Close attention to detail and timelines while maintaining accuracy.
  • The ability to manage challenging/emotional situations and/or emergencies that arise in the context of a correctional environment.
  • Knowledge of a records management system would be an asset.

Working Conditions


Normal work week is 35 hours/week, 7 hours/day.

May be required to work overtime on occasion.

This is a Permanent employment opportunity, located in Sydney, Nova Scotia.

The Cape Breton correctional facility is a 24-hour operation and is a tobacco-free environment. Due to the dynamic nature and demands of a busy correctional facility, overtime may be required.

Employment is contingent on successful completion of appropriate background checks, which include a vulnerable sector check with fingerprints and employment references.

Pay Grade:  EC 09 

Salary Range:  $2,770.21 - $3,462.77 Bi-Weekly
